Description
The Regional Contracting Department, Fleet and Industrial Supply Center (FISC), Pearl Harbor Hawaii intends to negotiate an unrestricted, sole source contract with Congressional Quarterly, Inc for access to CQ.com. The proposed contract action is for commercial supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a)(1)(ii). Solicitation No. N00604-08-T-0025. Award will be conducted under the provisions of FAR Part 12 Commercial Item and FAR Part 13 Simplified Acquisition Procedures. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotes. However, the Government will consider all quotes received within FIVE (5) DAYS after date of publication of this synopsis. A determination by the government not to compete with this proposed contract based upon responses to this notice is solely w ithin the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Award will be conducted under the provisions of FAR Part 12 Commercial Item and FAR Part 13 Simplified Acquisition Procedures. The NAICS Code is 516110 and the small business size standard is 500 employees. The prospective contractor must be registered in the Central Contractor Registration (CCR). Lack of registration in the CCR database will make an offeror/quoter ineligible for award. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. All prospective quoters are responsible for monitoring this site for the release of amendments (if any) o r other information pertaining to this solicitation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisitions Circular?s 2005-19 and 2005-20, effective 17 Sep and 6 Sep 2007 respectively, and DFARS Change Notice 20070913. It is the contractor?s responsibility to be familiar with the applicable clauses and provisions. This requirement is for a firm fixed price contract for subscription to access CQ.com for four (4) offices. The subscription period is one year from date of the award. The provisions at FAR 52.212-1, Instructions to Offerors?Commercial Items; FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items; and DFARS 252.212-7000, Offeror Representations and Certifications-Commercial Items apply to this requirement. Offeror shall submit a completed copy of the provisions listed above with its offer. The following clauses apply to the requirement: FAR 52.212-4, Contact Terms and Conditions?Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items; FAR 52.232-18, Availability of Funds; and DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items. The following clauses under FAR 52.212-5 apply to this requirement: FAR 52.222-21, Prohibition of Segregated Facilities; FAR 52.222-26, Equal Opportunity; FAR 52.222-36 Affirmative Action for Workers with Disabilities, FAR 52.232-33, Payment by Electronic Funds Transfer ? Central Contractor Registration. The Government plans to award a single contract resulting from this solicitation. The proposed contract action is for commercial services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received by the closing date. A determination by the Government to not c ompete this proposed effort on a full and open competitive basis, base d upon responses to this notice is solely with the discretion of the Government.
