- This synopsis is being posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format of FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Request for Proposal (RFP); the solicitation number is N00178-08-Q-1900. The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to procure six (6) Argon 12.1? XGA Displays (Manufacturer Part Number 20412-12XCSRES/DVI-28-HT). These displays are being procured in order to exactly replicate existing system designs; Therefore, substitute items are not acceptable. The following delivery schedule is pertinent to this procurement: Two (2) displays must be received by NSWCDD no later than 18 January 2008; the remaining four (4) displays must be delivered by 01 February 2008. Partial and early deliveries are acceptable. All interested parties shall contact the Contract Specialist at (540) 653-7478 or DLGR_NSWC_XDS11@navy.mil and indicate their interest. The Government will award a contract from this solicitation based on the lowest-priced, technically-acceptable bid. The North American Industry Classification System code is 423430 and the Small Business Size Standard is 500 employees. Delivery shall be FOB Destination to Dahlgren, VA. This solicitation and incorporated clauses and provisions are those in effect through the Federal Acquisition Circular 2005-14 effective 22 November 2006 and Class Deviation 2005-00001. INSTRUCTIONS: The provision at 52.212-1, Instructions of Offerors ? Commercial Items applies to this acquisition. Be aware that a lack of registration in the Central Contractor Registration (CCR) will make an Offeror ineligible for award. It is requested that the Offeror submit a proposal in accordance with the format and content specified. Submit signed, dated offers to NSWCDD, Building 183, Suite 157, 17632 Dahlgren Road, Dahlgren, VA 22448-5110, no later than 5:00 p.m. EST 30 October 2007. AT A MINIMUM, OFFERS SHALL INCLUDE: (1) RFP number; (2) Offerors?s name, address, point of contact, phone and fax numbers, e-mail address; (3) Offeror?s CAGE code, (4) A copy of the complete commercial warranty provisions and terms; (5) Offered delivery time, (6) Offeror?s remit to address; (7) Completed copies of FAR 52.212-3 and DFARS 252.212-7000, if the Offeror is not registered in the Online Representations and Certifications Application (ORCA) OTHER TERMS AND CONDITIONS: The clause at FAR 52.212-4, Contract Terms and Conditions ? Commercial Items (Sep 2005) applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items (Feb 2006) applies to this acquisition. The following clauses are applicable: 52.209-6, 52.222-3, 52.222-21, 52.222-26, 52.222-36, 52.222-19, and 52.232-33. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (Sep 2004) (Deviation) applies to this acquisition. The following clauses are applicable: 252.225-7001 and 252.247-7023. Additional Information: FOB Destination shall apply. The solicitation number is N00178-08-P-1900 and is a Request for Proposal. A hardcopy solicitation shall not be issued as this notice is the solicitation. The award will be in accordance with FAR 13.5 ? Test Program for Certain Commercial Items.
