Description
The VA Pittsburgh Healthcare System (VAPHS) has a requirement for Emergency Department Physician Services for beneficiaries of the VAPHS. VAPHS intends to issue a full and open competitive unrestricted solicitation for Emergency Department Physician Services. The contract period is expected to a base year with two (2) one-year option periods. The proposed contract will be a firm-fixed priced contract to the offeror whose quote provides the best value to the Government. Contractor shall furnish physicians to staff the Emergency Department 24-hours per day, 365 days per year (366 days/leap year), including weekends and all legal holidays observed by the facility. Patient workload varies significantly with depending on the shift and day of the week. An average of 70 patients present daily Monday through Friday; about 70% between the hours of 8:00 AM and 4:00 PM, about 22% between the hours of 4:00 PM and midnight, and the remaining 8% present between midnight and 8:00 AM. The distribution remains similar on weekend however, the volume decreases to about 25 patients in a 24-hour timeframe. Contract Physicians require credentialing and a criminal background check. This service will be a non-personal service contract. All contractor personal performing under this contract shall remain employees or subcontractors of the contractor. This solicitation will be available on the Government's Point of Entry website: http://www.fbo.gov/ on or about October 29, 2007. Any amendments to this solicitation will also be available at the URL address. Offerors are advised that they are responsible for obtaining amendments. Requests for hard copy solicitation must be in writing to the Contracting Officer at the VAPHS and accompanied by a check for $5.00 made out to the Department of Veterans Affairs.
