Description

The Southern Region Contracting Center-East, Fort McPherson, Georgia intends to solicit offers in response to Request for Proposal (RFP) W911SE-07-R-0018 to contract for all necessary resources to provide Base Operations Support Services (BASOPS) for the Directorate of Public Works (DPW) and Directorate of Logistics (DOL) at Fort Rucker, AL. This is a follow-on requirement and the incumbent is Shaw Infrastructure, Inc., a large business. These services will support approximately 4,370 military perso nnel, 2,478 federally employed civilians and 5,018 contract employees. In addition, over 1,700 students are trained yearly and the installation supports more than 59,000 active duty dependents and retired military personnel and their dependents. Fort Ruc kers DPW and DOL are challenged by the fact that they support not only the vast array of cantonment activities, but three large airfields located on the installations perimeter and two located off the installation. Fort Rucker also has 20 stage fields l ocated within a 75 mile radius of the main post which require their support services. Fort Rucker boundaries consists of 63,038 acres, approximately 57,772 acres within the installation boundaries, 3,600 acres owned outside the installation and 1,666 acres leased outside the installation, containing more than 863 buildings and 120 training and test facilities. The major portion of work to be performed is within the boundaries of Fort Rucker, AL, but some work is required in southern Alabama, southern Mississippi and northern Florida to sustain reserve unit satellites on the U.S. Army Aviati on War fighting Center for logistical support. The Fort Rucker DPW and DOL services consist of the following eleven functional areas: (1) buildings and structures maintenance, (2) utility systems and propane peaking plant operation and maintenance, (3) HV AC systems operation and maintenance, (4) grounds maintenance, (5) surfaced area maintenance, (6) pest control, (7) self-help services, (8) DPW supply services, (9) installation transportation services, (10) base supply services, and (11) materiel maintena nce. This solicitation will be issued as full and open competition and will be evaluated in accordance with FAR Part 15. The large businesses submitting offers will be required to furnish subcontracting plans with aggressive goals expressed in terms of percent ages of total planned subcontracting dollars. The North American Industrial Classification System (NAICS) code for this acquisition is 561210 and size standard is $32.5 million. The resultant contract will be a cost-plus-award-fee with a twelve month bas e period which includes a sixty day phase-in, plus four one-year option periods. The solicitation will be issued on or about 01 May 2007. Proposals will be due on or about 01 June 2007, 4:00 P.M. EST.
