- The work involves A/E services for the design and renovation of six (6) bathrooms at the Whitney Young Job Corps, 8460 Shelbyville Road, Simpsonville, KY 40067. ? Norton Hall 3ea ? MSK Dormitory 1ea ? LTD Dormitory 2ea The upcoming bid package contains the construction scope of work, conditions of the contract and specifications describing the extent and requirements of the work. The general conditions of the contract for construction shall be consistent with the Federal Acquisition Regulation (FAR) except as modified or amended herein. A copy of the FAR is available for reference at the center. Prime bidder shall have a current business and general contracting license and have a minimum of five years experience in the type of work required by the Construction Scope of Work for this Project. Subcontractors shall have a business license to practice their respective trade and a minimum of 3 years experience in the trade. All plumbing and electrical work of this Project shall be performed by licensed professionals having a minimum 3 years experience. Prior to submitting the offer, bidders shall visit the facility to make field measurements, evaluations, etc. to become familiar with existing conditions. The contractor shall release and save HYS harmless from any and all loss, cost, damage, or expense which he may incur, suffer, or be required to pay because of errors, omissions, or inconsistencies in his bid, or of a failure on the part of HYS and the Whitney J. Young Job Corps Center to take into account all of the factors affecting the work. A mandatory pre-bid conference/ walk-through shall be conducted at the project site on 12/19/06 at 9:00 am with all interested contractors. Questions related to the project may be presented and discussed at the pre-bid conference. This is a combined synopsis/solicitation for commercial services and items prepared in accordance with the format in the FAR. This announcement along with the telephone will constitute the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for proposal (RFP). This agency will award a firm-fixed-price (FFP) contract resulting from this and the telephone solicitation to the responsible vendor whose offer, conforming to the solicitation, will be most advantages to this organization, price and other factors considered. The following factors shall be used to evaluate offers: (i) small disadvantaged business participation; (ii) technical capability of the service offered to meet the government?s requirements; (iii) past performance; and (iv) price. Technical and past performances, when combined are significantly more important than price. NOTE: THIS NOTICE MAY HAVE POSTED ON FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (04-DEC-2006).
