Description
VA Nebraska - Western Iowa Health Care System Magnet Program Consultation Statement of Work (SOW) VA Nebraska - Western Iowa Health Care System seeks a contract for consultation to assess readiness, recommend actions, and assist the organization through the process of applying for Magnet Recognition Program ("Magnet Phase I") as developed by the American Nurses Credentialing Center. The anticipated length of the contract is 12 months. Obligations of Consultant: 1. Assess the organization and systems through on site visits and review of documents and data provided by VA 2. Conduct telephone interviews and/or face-to-face meetings with identified contacts at the VA 3. Conduct leadership and staff conferences regarding Magnet standards 4. Observe professional practices, shared decision making skills and staff interaction through site visits 5. Identify VA Nebraska - Western Iowa HCS's strengths and barriers in obtaining Magnet Phase I certification and recommend coaching/staff development 6. Certify the VA Nebraska - Western Iowa HCS's eligibility to meet Magnet Phase I requirements; 7. Develop strategies to engage the VA Nebraska - Western Iowa HCS's upper management support 8. Assess documents and data with respect to Magnet standards and present action recommendations to the VA Nebraska - Western Iowa HCS; 9. Develop and present a gap analysis report outlining areas to be to be addressed by VA Nebraska - Western Iowa HCS prior to Magnet Phase I application; 10. Educate nursing leadership to exemplify Magnet philosophy and engage nursing staff in the process; 11. Assist in the selection of the Magnet Program Director and Magnet Steering Committee; 12. Mentor Magnet Program Director throughout the process; 13. Develop Magnet program communication strategies for the VA Nebraska - Western Iowa HCS's hospital staff; 14. Prepare and assist in the submission of a Magnet Phase application on behalf of the VA Nebraska - Western Iowa HCS. Obligations of the VA Nebraska - Western Iowa HCS: 1. Prior to the initial site visit the VA Nebraska - Western Iowa HCS will provide the Consultant with documents such as Plan of Care and Performance Improvement Plan, Personnel Handbook, Policies and Procedures, Shared Governance Plan, Peer Review and performance appraisal documents, Nursing Strategic Plan, nurse sensitive quality indicators, all standards and templates, CNO Curriculum Vitae, all committees attended by CNO and minutes that reflect CNO participation in governing body meetings, CNO's Annual Report, patient and staff satisfaction survey instruments and results, all performance improvement data, staffing recruitment and turnover reports and vacancy reports. 2. The VA Nebraska - Western Iowa HCS will provide the Consultant with Organizational Charts (hospital and nursing service) position descriptions, patient, physician and employee satisfaction survey results and staffing levels, recruitment and turnover statistics for prior two years, and regulatory reports. 3. The VA Nebraska - Western Iowa HCS shall provide full information regarding its expectations and requirements of the Consultant; 4. The VA Nebraska - Western Iowa HCS shall designate a representative who shall be fully acquainted with the scope of the work and has authority to render decisions promptly and furnish information expeditiously. EVALUATION CRITERIA Contractor will provide the following information to be considered for award of this contract: 1. Have demonstrated experience in Magnet Standards and the application process. 2. Provide a plan outlining the steps for completing the assignment. 3. Due to necessity to coordinate with the Hospital staff extensively, contractor location will be a major determining factor. .
