Description
The U.S. Army, Joint Munitions and Lethality Life Cycle Management Command Acquisition Center (JM&L LCMC Acq Ctr), in support of the U.S. Special Operations Command (SOCCOM), is seeking to identify potential sources and vendors capable of supplying a maritime gunfire detection system. Vendors must have the capability to supply the system with a maximun of US- made materials to the US Army ARDEC at Picatinny Arsenal in NJ, to support the US Government's mission. The intent of this program is to identify a system or systems with the following capabilities: Detection of sniper fire, including bearing and range to the point of fire, and ability to alert the user through visual and/or audio display. The system must be able to be integrated on a Special Operations Craft Riverine (SOC-R) platform with minimal modifications to the platform. The technology should be mature enough for engineering field tests within 12 months. The system should be capable of easily accepting future enhancements. It should be noted that as new innovations become available, the Government's intention is to add capabailities by modification, in lieu of procuring completely new systems. All performance characteristics are required unless stated otherwise: o Detection in a wide variety of environments, coastal shorelines, congested harbors, inland waterways, etc. o Operation in all weather conditions in which platform is operated (i.e., rain, snow, fog, etc.) o Exterior material of system must be corrosion and water resistant o Operational range - minimum 300 meters o Weapons and ammunition types: - Detection of a variety of threat systems, including weapons that fire 5.56mm, 7.62mm and .50 Cal ammunition - Identify various calibers ( i.e., 5.56mm and 7.62mm) desired o Probability of detection of threat position greater than 90% with alert (bearing and range to sniper location coreectly) - Identification of threat position via silent source or goggles, desired o Provide "on-the-move" capability/continuous updates of shooter location o Bearing error to threat position less than +/- 5 degrees of actual bearing, desired o System operation at platform speeds up to 40 nautical knots without performance degradation o Shock resistance within performance envelope of platform (land/water) o System Size, Weight, and Power - Size: no more than 3 feet in length, desired (less is better) - Weight: less than 30 pounds - Power: operation using platform's 12-24 VDC power supply without com- promise of other platform functions Interested parties that can meet or exceed the above requirements shall provide a white paper, limited to 10 pages, describing the concept, capabilities, and limitations. All proprietary material should be clearly marked and will be held in strictest confidence. Once selection is made, all material will be disposed of in a manner that protects proprietary data. The white paper must be single-sided with double-spaced text, page size no larger than 8 1/2 by 11 inches, font size no smaller than 12-point, one-inch margins on three sides, 1 1/4 inch top margins on all pages. Paper shall also include a brief summary of the company's capabilities in research and development, testing, and manufacturing. Response should identify their current business structure: company name and address to include contact person's name, telephone numbers (voice and fax), e-mail address, and company size (large, foreign, small, small disadvantaged. 8(A), woman-owned small business, historically underutilized business zone concern, veteran-owned small business, or service disabled small business). The US Government is not obligated to notify respondents of the results of this notice. The information provided will only be used by the US Government in developing its' acquisition approach for the Maritime Gunfire Detection System.
