Description
The National Weather Service is seeking viable sources to provide two-way and broadcast satellite communication facilities and technical support services. This is a pre solicitation notice. A detailed description of the International Satellite Communication System (ISCS) requirement is attached. This acquisition is being done IAW FAR 15.202 Advisory multi-step process. Prospective vendors are requested to submit documentation demonstrating their experience and technical capabilities. All written responses must include a written narrative statement of capability, including detailed technical information and other technical literature demonstrating the ability to meet the requirements specified in the attachment. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirements. All companies are to provide their business size. If two or more small businesses are determined capable of meeting this requirement, the acquisition will be conducted as a small business set aside. The Government will review submissions and advise each respondent in writing either that they will be invited to participate in the resultant acquisition or, based on the information submitted, that they are unlikely to be a viable competitor. The Government shall advise respondents not considered to be viable competitors the basis for that opinion. Evaluation of the submitted capability documents will be based upon the following: (1) Demonstrated recent experience in provisioning and supporting similar systems. (2) Demonstrated international maintenance support presence. (3) International Repair/ Depot capability. (4) Demonstration of expertise in operations of telecommunications services in particular regions of the world served by the ISCS system. (5) Demonstration of expertise in meeting Federal IT Security requirements. (6) Satisfactory Past Performance. The Government will not pay for the information requested. A firm fixed price contract with a base year plus six option years is contemplated. This requirement may include option for performance upgrades, site expansion, and relocation and technology substitutions. For budget planning purposes, provide the estimated price of this requirement. Information provided will remain confidential. Responses not to exceed 13 pages.
