Description
The U.S. Army Corps of Engineers, Kansas City District, intends to issue a sole source solicitation for a follow-on contract for Environmental Services Support. The work site may be at any location within the United States or its Trust Territories, a s approved or requested by the client. The North American Industrial Classification System (NAICS) Codes applicable to these projects are 541511, Custom Computer Programming Services which has a size standard of $23 Million. The proposed contract will be a firm, fixed-priced indefinite-delivery contract, which will consist of a one-year base period at $1,000,000 with four (4) one-year renewal option periods of $1,000,000 each. The maximum contract amount will be $5,000,000. The general scope of work is to provide Environmental Protection and Sustainment (EPAS) Services. This contract work primarily requires supporting Environmental Protection and Sustainment (EPAS) compliance for Army National Guard (ARNG) and Army Reserve (U SARC) facilities and National Oceanic and Atmospheric Administration (NOAA) Environmental Compliance and Safety System (NECSAS). The services sought under this award will be related to existing software application maintenance, support, upgrades and compl imentary application development/integration. Personnel are required to be highly skilled in the customization, design and programming development of existing and future IT applications, system designs, and other BI integration and support as requested by client. The Contractor must be proficient in the following development languages and systems platforms: Microsoft .Net Technologies: C# based development in both windows (Winforms) and Web application development, XML, ASP.Net, .Net 2.0, Web Services. Microsoft Database technologies: SQL Server 2000, Crystal Reports, SQL Server 2000 Reporting Services, SQL Server 2005, 2005 Analysis Services, 2005 Reporting Services, and the Microsoft BI Platform. Mobile Technologies: Both Java and Microsoft based mobile application development for Pocket PC, Windows CE and other runtimes using .Net Mobile, .Net Compact Framework, Java AWT, applets and other related Java mobile technologies. Legacy Microsoft Technologies: Microsoft Visual C++, MFC 6.0, ASP, HTML, VBScript, Visual Basic, and MS Access. The Contractor must also be capable of providing Environmental and Safety regulations required by Federal, State and local government agencies; updating existing compliance protocols; to support the inspecting of facilities; provide methods for determinati on of facility compliance; allow for mining for root causes of noncompliance findings, and recording findings in specialized ARNG (WINCASS-III,WEBCASS-I, WEB-UBANGS, WEB-CSI, Mobile Applications, etc.) and NOAA (Assessment Manager, WEB-Hosted Assessment Ma nager) software. Contractor must be able to field development teams upon request. In the process of doing this work, Contractor must be experienced in the environmental and business practices of Army National Guard and NOAA related to their environmental a nd Health & Safety programs. Contractor must be technically skilled and experienced in supporting the training of ARNG and NOAA personnel in EPAS/NECSAS application procedures. Contractor must be familiar with past developments and changes in software to u pdate/transition personnel from using old techniques to the latest developments. The Contractor must be sufficiently skilled to understand end-users requirements and provide guidance to software developers to update, modernize, and customize the compliance software. Contractor must have diversely skilled expertise and access to many environmental laws, statues, and regulations, including but not limited to: the Clean Air Act, Clean Water Act, Federal Insecticide, Fungicide, and Rodenticide Act, Endangered S pecies Act Comprehensive Environmental Responsibility, Compensation and Liability Act, National Historic Preservation Act, National Environmen tal Policy Act, Occupational Safety and Health Act, Resource Conservation and Recovery Act, Superfund Amendments and Reauthorization Act, Toxic Substances Control Act, Noise Control Act, Asbestos Hazardous Emergency Response Act, and Executive Orders invol ving the environment or health/safety. Numbered note 22 applies to notice: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requir ement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of thi s synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be consi dered solely for the purpose of determining whether to conduct a competitive procurement.
