- This is not a Pre-solicitation or Solicitation announcement. This is a sources sought notice only. No solicitation is available at this time. A solicitation, should one become available, will be posted to FBO at a later date. The Northern Region Cont racting Center, Mission Division, Fort Leavenworth, KS is conducting market research for potential qualified sources. The service requested is to provide coaching and program coordination to support Center for Army Leadership (CAL). The CAL requirement is to integrate and implement an Army-wide Multi-Source Assessment and Feedback (MSAF) Program Coaches and Program Coordinators effort. The objective Army MSAF program is provided as a leader development program focused on increasing self-awareness. Privacy a nd data integrity are of the highest priorities for the conduct of the Army MSAF. The contractor shall coordinate assessment participation for each cohort within professional military education and civilian education courses and MTOE and TDA organizations. Primary identified participants will be Army leaders in the ranks of SSG COL with a projected coaching load of 3600 per quarter. Units will be scheduled through an Army-wide organization scheduling process. Collaboration and coordination meetings will o ccur at CAL, Fort Leavenworth, Kansas. The work will be unclassified, but sensitive. The government anticipates this will be firm fixed price contract and the services will be for a 12 month base year and four optional years from date of award. The Federal Supply Code (FSC) for this service is U099 Education and Training Services and the North American Industry Classification System (NAICS) code is 611430 Professional Management and Development Training with a small business size standard of $6,500,000. Fir ms shall provide the business size classification applicable to the specified NAICS code and in accordance with the Small Business Administration (SBA) size standards refer to www.sba.gov. All firms interested in doing business with the U.S. Federal Govern ment must be registered in the Central Contractor Registration www.ccr.gov. To respond to this notice provide a statement of capability demonstrating your firms ability to provide the service. The response shall be no more than eight (8) standard 8 x 11 pages. A draft Performance Work Statement (PWS) is being provided as an att achment for review and comment. Comments are to be included with the capability statement and within the page limit stated. All responses must include reference number W91QF4-08-CAL, your company name, address, POC, phone number, fax number, e-mail address , business size, taxpayer identification number, DUNS number www.dnb.com and CAGE code www.dlis.dla.mil. The capability statement is to be submitted via e-mail to marie.odonnell@us.army.mil. Responses are due no later than 2:00 PM-CST, 6 November 2007.
