- 1. Vessel(s) Required: U.S. or foreign flag self-sustaining vessel RO/RO or combination RO/RO ? LO/LO vessel or a tug and RO/RO-LO/LO barge with a ramp capacity of 30-tons to move approximately 33,304 square feet of cargo. Cargo consists of containers with chassis, engineering equipment and wheeled vehicles. In accordance with the Cargo Preference Act of 1904 and Section IIIA.3 of the Voluntary Intermodal Sealift Agreement (VISA) (see 69 FEDERAL REGISTER 25166-25168, May 5, 2004, or most current reference), preference will be given to U.S. flag vessels and VISA participants. 2.
