Description
The U.S. Department of Transportation, Research and Innovation Technology Administration, Volpe National Transportation Systems Center (Volpe Center), intends to issue a solicitation for an Indefinite Delivery/Indefinite Quantity type contract in support of the National Highway Safety Administration (NHTSA) to acquire the services necessary to prepare and conduct NHTSA?s New Car Assessment Program (NCAP) Light Vehicle Dynamic Rollover Propensity Tests, collect test data results, and prepare reports describing vehicle responses during the dynamic rollover tests. NHTSA recently issued a final rule known as the Stars on Cars that requires each new passenger automobile to be rated under the NCAP and to have those ratings displayed on a label on its new vehicle price sticker. The results of these rollover tests will be used to supply consumers with comparative ratings of the dynamic rollover resistance of vehicles from model years 2008 through 2011. In previous years, dynamic rollover tests were conducted on the Vehicle Dynamics Area (VDA) of the Transportation Research Center located in East Liberty, Ohio and on the test surface located at Dynamics Research Inc. located in Torrance, California. These two surfaces are constructed to provide a uniform pavement friction and flat surface profile to a far greater degree than what is provided by ordinary highway techniques. It?s mandatory that interested Contractors possess a test surface with the same uniform pavement friction and flat surface profile that will enable NHTSA?s dynamic rollover test to achieve the high level of test-to-test repeatability necessary for valid comparisons of vehicle performance. It?s anticipated that a minimum of five (5) rollover maneuver tests will be conducted per year to a maximum of fifty (50) tests per year. The period of performance for this contract will be four (4) years from the date of contract award. The Government may consider making multiple contract awards. Task orders will be issued after contract award and if multiple contract awards are made, then task orders will be competed. The solicitation will be issued on or about June 21, 2007. Proposals will be due approximately 30 days after the issuance of the solicitation. The solicitation and related documents will be available in electronic format only on the Volpe Center Acquisition Division home page on the World Wide Web (www). Paper copies of these documents will not be available. These documents will be available in text format and will reside on a server which may be accessed using www browsers. Contractors desiring to receive a copy of the solicitation and any related documents must register at this site to receive electronic notification of the solicitation posting and availability for downloading. Contractors are warned that when they register to receive solicitations, amendments, and other notices, the responsibility for providing the Government with an accurate and complete email address lies with the Contractor. The Government will make no additional effort to deliver information when the system indicates that transmissions cannot be delivered to the email address provided.
