Description
A Request for Proposal in electronic format only will be available for download on or about November 20, 2007 on the Army Single Face to Industry (AFSI) website at https://acquisition.army.mil/asfi/solicitation_search_form.cfm. ?No disks shall be mai led.??This request for proposal will be a full and open competitive procurement. The procurement will be conducted using source selection procedures and the award will be based on the best value, in accordance with FAR Part 15. Any resulting contract wil l be firm-fixed priced. NAICS Code: 237110 with a size standard of $31,000,000 in average annual receipts.?The government shall not be responsible for proposal?preparation costs.??Anticipated NTP: Estimated 17 Mar 08 with a 594 calendar days period of p erformance. Offerors are advised that a contract resulting from this solicitation is contingent upon Congressional approval. Should Congress not authorize this project or appropriate the funds, the solicitation will be canceled. If the project is cancele d, all proposal preparation costs will be borne by the offeror. If a large business is selected for this contract, the firm must comply with FAR 52.219-9 regarding the requirements for a subcontracting plan for that part of the work it intends to subcontra ct. The FY08 subcontracting goals have not been released; the FY07 subcontracting goals for this contract are a minimum of 44.8% of the contractor's intended subcontract amount be placed with small businesses, 19.9%of that to small disadvantaged businesse s, 5.4% to woman-owned small businesses, 9.2% to HUB zone small businesses, and 1.5% to service disabled veteran-owned small business. All responders are advised that this project may be canceled or revised at any time during the solicitation, selection, evaluation, negotiation and final award. All contractors are advised that they must be registered in CCR. All contractors are advised that Certification and Representations must be posted at ORCA (http://orca.bpn.gov). Joint ventures must also be regist ered in CCR and Certification and Representations must be posted at ORCA as a joint venture. We advise contractors begin this process when they prepare their proposal in order to ensure registration is in place should they be selected for the award. Lack of registration in the CCR database will make an offeror ineligible for award. (Reference DFAR 252.204-7004, Required Central Contractor Registration). PROJECT INFORMATION:?The requirement for the submission of both performance and payment bonds, in an amount equivalent to 100% of the award price and a bid guarantee for 20% of the bid price or $3,000,000, whichever is less shall be applicable.??Therefore, the successful firm shall have the capability to acquire such bonding;?in addition, an offer guarant ee is also required. DESCRIPTION OF WORK:???This work will be performed at Fort Greely, Alaska. The contractor is to furnish all labor, equipment, supplies, materials, supervision, and other items and services necessary to accomplish the work. This require ment includes and is not limited to, site work to include grading, scraping organics, drainage, roads, and fence construction, constructing underground utilities to include a utilidor water system, communication duct banks, and hemp shielded medium voltage electrical duct banks, perimeter fences, security lighting, and an electronic security system for Missile Field 2 which will include CCTVs and acoustical fencing . This also includes furnishing and installing power conductors to Missile Field 2 from the vicinity of the power plant (concurrent construction by others). The period of work is May 1, 2008 to November 1, 2009.?The Estimated Magnitude of Construction is more than $20,000,000.??A Pre-Proposal Conference for this project will be held at 0900 on D ecember 3, 2007 at the U.S. Army Corps of Engineers office on Elmendorf Air Force Base. Further information regarding this conference will be provided in the solicitation.
