- The Department of Homeland Security, Immigration and Customs Enforcement (ICE) intends to award a sole source contract to Comtel Systems Technology, Inc. on the basis of other than full and open competition under the authority of FAR 6.302-5. The Government has determined that Comtel Systems Technology, Inc. is the only company capable of providing security system maintenance and repair services at the GSA US Appraisers Office located at 630 Sansome Street, San Francisco, CA. Comtel Systems Technology, Inc. installed and holds the warranty for the maintenance and security systems. The period of performance will be a base plus four (4) one year options. This is a Small Business Set Aside. The North American Industrial Classification System (NAICS) code 561621. The Government intends to negotiate solely with Comtel Systems Technology, Inc. pursuant to 41 U.S.C 253 (c) (1) as sited in FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy the agency needs. Therefore, Comtel Systems Technology, Inc. is the only responsible source that can satisfy the Government requirement and has the qualifications to justify the exception to full and open competition under 41 U.S. C 253 (c ) (1). This notice satisfies the requirement of FAR 5 for publicizing contract opportunities. Firms wishing to challenge the sole source decision must issue a letter of interest, referencing solicitation number HSCEMS-08-R-00001. Businesses must provide rationale, including pricing, as to why they should be considered. Any questions or comments pertaining to this notice shall be faxed to (202) 514-3353, Attn: Mia McFarland, DHS, Immigration and Customs Enforcement (ICE) Office of Acquisition Management (OAQ), no later than October 23, 2007. THIS NOTICE OF INTENT DOES NOT CONSTITUTE A REQUEST FOR A FORMAL PROPOSAL OR A PRE-SOLICITATION NOTICE. This notice is provided as information to the marketplace in accordance with FAR Part 5. All feedback received will be taken into consideration; however, the agency reserves the right to not utilize the comments or any other information provided. This notice in no way obligates the Government to award any contract. ICE is NOT responsible for any costs incurred by responding to this Notice.
