Description
NASA/LaRC has a requirement for one (1 EA) custom designed flash-lamp pumped high energy Mid-IR laser system operating at 2940 nm. The specifications include: output energy of 2J/pluse at multimode, >300 mJ/pluse at TEMOO mode, pulse repetition frequency >5 Hz, and a beam diameter <10mm. This Mid-IR laser system is required to conduct proof-of-concept experiments related to water vapor profiling, ice characterization, wind sensing and pressure transient generation. NASA/LaRC intends to purchase the items from Shiva Lasers, who is the only responsible source and no other supplier or services will satisfy Agency requirements. Shiva Laser possesses the optimized material composition for laser gain medium that is capable of generating stable and reliable high output power coupled with high pulse repetition frequency characteristics which satisfy NASA's critical requirements. Shiva Laser unique laser gain medium demonstrates greater than 50 J/pulse. Through market research, Shiva Lasers is the only known vendor who can provide compact, reliable high energy mid-IR laser systems which meet the technical requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on October 26, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
