- In order to improve its analytical capabilities and institutional knowledge base, the Internal Revenue Service (IRS) is interested in gaining information through market research. The IRS Statistics of Income Division (SOI) seeks to identify several analytical research organizations capable of addressing objectives to advance the SOI program that: improve data quality or processing methodology, including sample design and statistical disclosure avoidance; reconcile measures of income-related variables using tax and non-tax sources; create new products, including a business data public use file or linked data files; or analyze economic and tax behavior characteristics, such as the propensity to claim various deductions, adjustments, and credits at both the individual and business level over time. Ultimately, such projects would result in an article in a publication such as the SOI Bulletin and/or a presentation at a conference such as the Joint Statistical Meetings of the American Statistical Association.
