Description
The Naval Research Laboratory has a requirement for engineering and technical services for their Scientific Research and Development Squadron One (VXS-1) and their Military Support Division (MSD). Due to the complexity associated with the development of advanced technology weapon systems and the continual turn over of military personnel, NRL?s MSD and VXS-1 must augment their military/civil service staff with these specialized services. This not only ensures project continuity but also provides highly qualified expertise with unique knowledge not normally found in fleet personnel. The program and engineering services afford a single Point of Contact (POC) for the NRL MSD and VXS-1 managers to assure critical communications and information are maintained between program sponsors during the requirements identification phase and throughout the development, testing, and evaluation processes. The technical services provide the expertise required for the performance of specialized design, fabrication, installation, operation, removal, and maintenance of one-of-a-kind research systems associated with VXS-1 airborne research laboratories. Contractor services also used for NRL?s military contingent and to provide VXS-1 maintenance management assistance. The anticipated period of performance is a basic award of twelve months with four 12-month options, if exercised. The anticipated level of effort is 17,680 each for the basic contract year and Option 1, year 2, if exercised, and 17,160 for each of the additional option years, if exercised. The incumbent contractor is Eagle Systems Incorporated, at 22560 Epic Drive, California, MD 20619, Contract number N00173-03-C-2009. NRL uses Electronic Commerce (EC) to issue Requests for Proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided. This is not a solicitation. The actual closing date for proposals will be stated in the solicitation when issued.
