- This acquisition is a fixed price procurement for the Outdoor Recreation Center, Dover Air Force Base, Delaware. The contract work includes construction of a 7,000 SF Outdoor Recreation Center (ORC). The ORC shall be a one story steel framed struct ure with brick veneer, exterior insulation and finish system, and structural standing seam metal roof. Also included is all associated site work. The project encompasses a storefront type facility with a fenced and gated outdoor storage area for rental e quipment and vehicle storage. The new facility requirements consist of a point of sale which includes display area and rental and sale counters, offices, information resource area, equipment repair room/inside gear wash room, training room, break room, eq uipment storage with both off-season and in-season storage areas, outdoor display areas, and all the typical support areas such as toilet/shower rooms, electrical/communications rooms, mechanical room, etc. This project includes the following option item: Option 1: Landscaping. The project duration is 365 calendar days, including the base and option. Bidders will be required to submit Specialized Experience and Key Personnel with their pre-award survey. Award of the contract will be made as a whole to th e bidder whose proposal conforms to all requirements of the specifications. Solicitation Number W912BU-08-B-0001 will be issued on or about 1 November 2007 with a bid opening date of 4 December 2007. Estimated cost range of the project is $1,000,000.00 to $5,000,000.00. The NAICS Code for this project is 236220 (SIC 1542) with a size standard of $31 million. Solicitation documents, plans and specifications will only be available via the Federal Technical Data Solution (FedTeDS) homepage located at https://www.fedteds.gov/. Registration for plans and specifications should be mad e via FedTeDS Internet homepage and hard copies will not be available. No written or fax requests will be accepted. All prospective contractors and their subcontractors and suppliers must be registered in FedTeDS before they will be allowed to download s olicitation documents/information. FedTeDS registration requires the following information: CCR Marketing Partner Identification Number (MPIN), DUNS Number or CAGE Code, Telephone Number, E-mail Address. It is the contractors responsibility to monitor FedTeDS for any amendments. Also, contractors who receive a federal contract of $25,000.00 are required by legislation (FAR 22.1310(b)) to submit an annual VETS-100 Report on your employment of targeted veterans. Information on submitting your report may be obtained by calling 1-703-461-2460 or by accessing the following Internet website: http://vets.dol.gov/vets100/. All contractors must be registered in the DODs Central Contractor Registration database as required by DFARS 204.7300. Davis Bacon rates will be applicable to the construction and bonding is required. Please review all bonds and accompanying documents re quired to be submitted.
