Description
STATEMENT OF WORK SECURITY GUARD SERVICES I. GENERAL 1. The Contractor shall provide 24 hour residential security service at a location in Kuwait City. The Contracting Officer (CO) shall provide the exact location after contract award. The Contractor shall maintain adequate supervision of guard personnel to ensure compliance with the special instructions listed below. 2. The Contractor shall provide the necessary labor, material, equipment, management, training, meals, communications support, uniforms, and supervision of the security guard personnel. 3. Security guards employed on this contract shall meet the minimum requirements listed below: a. Be at least 21 years of age. b. Be literate in English to the extent of understanding and comprehending detailed verbal orders and speaking and vocalizing detailed reports of observations that convey complete information. Supervisory personnel are expected to have superior Englis h skills, able to provide clear and concise verbal orders and advanced detailed reports. c. Have a working knowledge of all equipment provided by the Contractor. d. Understand all of the provisions stipulated in this contract. e. Be physically able to perform all general duties, functions, and activities. A period needs to be placed at the end of this sentence. f. Be free from communicable diseases. g. Be in good general health, without physical or mental defects or abnormalities which would interfere with the performance of duties. h. Possess binocular vision correctable to 20/30, free of color blindness or night blindness, and capable of hearing ordinary conversation at 5 meters with either ear without the benefit of a hearing aid. i. Successfully complete a background check through ASG-KU and meet all requirements for an ASG-KU installation identification (DBIDs processing) to include screening. 4. The Contractor shall provide sufficient food, water and storage of these items on site at all times for all security personnel. 5. The Contractor shall provide the local police station with essential information concerning this contract. This information should include only a brief discussion of their presence and duties at this address. No personal information concerning the re sidents living at this address shall be discussed without permission from the Contracting Officer. An emergency telephone number at this local police station shall be provided to the Government for annotation in the guard responsibilities. 6. The Contractor shall provide security guard service 24 hours a day. The security guards provided shall be permanently dedicated to this contract. The hours of operation in detail are: One (1) guard shall be on duty for twelve (12) hours. This guard shall be replaced by a second guard for twelve (12) hours. No guard shall work more than twelve (12) hours, nor return to duty before twelve (12) hours of off duty time have expired. 7. The security guards shall perform all duties in a professional and courteous manner. Requests from the resident(s) of the quarters shall be acknowledged and performed to ensure the safety and security of both the principal occupant and family members. Guards are authorized to use physical force to prevent an intrusion and to detain the intruder if possible. The local Kuwaiti police station will be immediately notified of any such incident 8. The security guards, while on duty at the residence, shall use the appropriate channels to voice questions and concerns as to the duties and responsibilities outlined in this contract. Feedback concerning standards of performance will be addressed thr ough the ASG-Kuwait Contracting Officer, the Contracting Officers Representative (COR), or other government officials directly related to this contract. 9. The security guard on duty shall keep a twenty-four hour journal on a Department of the Army Form 1594 (Daily Staff Journal or Duty Officers Log) provided by the Contractor. Incidents, activities, or discrepancies shal l be logged in this journal as they occur. This journal shall be kept current and presented to the CO/COR or any other government official directly related to this contract upon request. 10. The security guards primary duty shall be to prevent the unauthorized access of vehicular or pedestrian traffic to the residence grounds. If an unauthorized attempt is made to gain access to the residential property a duress situation shall exists an d emergency notification procedures shall be initiated. Detailed emergency procedures will be posted in the security guard SOP. 11. All security personnel assigned to this contract shall comply with the duties and responsibilities as stated below and report all discrepancies to the Security Guard Supervisor / Operations Center, and the Contracting Officers Representative. II. DUTIES AND RESPONSIBILITIES OF THE SECURITY GUARD 1. Security guards shall not quit their post until property relived by the next security guard. 2. The departing security guard shall brief the on coming security guard on all activity that occurred during the preceding shift. All discrepancies shall be discussed. (EXAMPLES: Lights out on the perimeter wall/fence, current occupancy of the quarters, etc.) This briefing shall be logged in the journal. 3. Any physical discrepancies about the quarters shall be examined by both on coming and departing security guards. These discrepancies shall continue to be entered into the journal until they are repaired or deemed not repairable by the Contracting Offi cer. 4. The security guard shall carry a functioning mobile telephone at all times and know how to operate it. The Contractor shall be responsible for the maintenance of this mobile telephone, to include batteries and charger, and is responsible for the payme nt of all fees and charges relating to the use of the mobile telephone. a. The security guard shall use this phone for official business only. b. When communicating with the residents: No one shall be referred to by their name over the telephone. c. The Security Desk at Camp Arifjan (389-1343) shall make telephonic checks with the Security Guards a minimum of three (3) times during each shift. The security guard shall report his name, the current security status of the quarters and relay any prob lems or concerns about the quarters to the Camp Arifjan Security Desk. The security guard shall annotate this telephonic check in the journal upon completion of the check. d. Each security guard shall carry on their person the emergency notification numbers for the local police/fire station (777), US Embassy Security (539-5307/5308), Camp Arifjan Security Desk (389-1343), ASG-KU EOC (389-2305/2308) and COR (788-6147) at al l times while on duty. 5. The security guard shall maintain a visible presence on the residence grounds at all times. 6. The security guard shall walk in front of the quarters inside and outside the perimeter fence/wall and should not be routinely visible to the public. 7. The security guard shall check the functional status of all exterior lights and log any discrepancies in the journal. Any discrepancies will be reported to the occupants of the quarters. 8. The security guard shall walk through and survey the perimeter fence line/wall a minimum of twice an hour, although not routinely on the hour. Journal entries shall be made upon completion of these surveys recording any deficiencies found. Once a def iciency is observed, and repairs can not be made immediately the security guard shall notify the Camp Arifjan Security Desk so that repairs can be initiated. 9. The security guard shall prepare and inspect the residents vehicle(s ) for departure from the quarters, and shall inspect the vehicles again upon their return to the quarters. The procedures for departure and return will be given to the Contractor at the time of contract award. 10. The security guard shall maintain visual contact with the residents family members whenever they are outside the perimeter fence/wall but within the vicinity of the residence. If a family member goes out of view in such that the guard can no longer m aintain visual contact with both the entrance to the quarters and the family members location, the guard shall contact the senior occupant present in the quarters at the time for assistance to ensure the safety of the family members and maintain the securi ty of the residence. 11. Problems encountered while outside the perimeter shall be reported to the local police, US Embassy Security, and the Camp Arifjan Security Desk immediately.
