- The purpose of this amendment 0002 to the original announcement W912GB-07-R-0031 is to respond to questions received to date. Q1: Should we provide copies of all ACASS evaluation reports received over the past 3 years (for ALL referenced projects in the proposal) as an Attachment/Appendix with our submission? A1: Please submit past performance (ACASS summaries) within the past 3 years that are relevant to the work described in the announcement. Q2. Is NEPA applicable to the EUCOM AOR or Environmental Impact Assessments? NEPA does not apply outside of the US, however we are required to follow good environmental practice by other regulations and Executive Orders. Generally, each country where we have long-standing installations will have negotiated, as part of the SOFA for that country, a Final Governing Standards that dictates the environmental laws and regulations we have to comply with. Where we may not have developed those standards, other agreements may apply. We may be called upon occasionally to do Environmental Impa ct Assessments, or other studies that are similar.
