Description
The Naval Research Laboratory (NRL-SSC) has a requirement for Scientific, Technical and Engineering support services in the area of Space Systems Development. The successful offeror shall provide research and engineering services in support of Satellite Research and Development, Communications Research and Development, and Comprehensive Maritime Awareness efforts. The required research and engineering services will, as a minimum, include: a) project planning and control, b) task management, c) technical documentation, d) systems and detailed engineering, and e) quick reaction acquisition to support space, airborne, and vehicular systems, ground data and RF antennae systems, facilities, specialty engineering, integration and test activities, computer networking and system administration, open-source enterprise application solutions, equipment maintenance, and associated efforts required to both complete current projects and support future projects and programs. Tasks associated with this effort shall include: System Engineering, Design and Assembly of Electrical and Mechanical Systems, System Integration and Testing, Technical Assessments, Program Management, General Design and Development, and Subcontract Management. The tasks defined in the RFP SOW may require work on-site at NRL, at Offeror facilities, and at remote Government locations both within and without the continental United States. Requirements, including a detailed statement of work, personnel requirements, contract data requirements, and security requirements will be included in the solicitation file. The anticipated period of performance for any resulting contract will be five years. This solicitation is 100% Set-Aside for Small Businesses. The Government anticipates award of a Cost-Plus-Fixed-Fee Term Research and Development contract for the requirements. NRL uses Electronic Commerce (EC) to issue RFPs and amendments to RFPs. This solicitation and any amendments to it will be available via the Internet starting approximately fifteen (15) days after publication of this announcement at the URL address provided below.
