- NAICS Code: 541710 NAICS Code: 54170 In accordance with FAR Part 12 and Part 13 Commercial Simplified procedures, the U.S. Environmental Protection Agency intends to negotiate on a SOLE SOURCE BASIS with Vishwamitra Research Institute, Inc. of Westmont, IL, to provide continuing services with test and applying the use of Optimal Control Theory. Previous work (Phase I), contracted with VRI, has laid a foundation for the application of the Optimal control Theory concept, by developing the concept into a valuable tool in which data can be incorporated to determine forecasting on impacts and direction of sustainable environmental management. Previously, knowledge of the environmental state of the system was highly uncertain, however, Phase I of this study has enhanced the understanding and guidance toward formulating environmental management policies. Phase II of this research will illustrate the application of the Optimal Control Theory, thus enhancing the quality of future envirnomental management policies. Using other than a Sole Source vendor in this solicitation would constitute use of Government resources to develop expertise which the recommended source already possesses. This procurement will be accomplished under FAR Part 12, Commercial Acquisition Procedures. Interested firms may identify their interest and capability to respond to this requirement. This notice of intent is not a request for competitive quotations. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the dicretion of the Government. Sources wishing to be considered must submit documentation to the office identified above. Documentation must be received no later that 4:00 PM on Friday, October 26, 2007.
