Description
This is a sources sought notice for written information only. The Government does not intend to award a contract on the basis of this notice or reimburse the costs incurred by potential offerors in providing the information requested herein. In preparation for an upcoming procurement, the U.S. Environmental Protection Agency (EPA) Office of the Innspector General Division (OIG) is conducting market research to determine potential sources for services to procure and test products designated as Energy Star to determine if they comply with the Energy Star specificiations for those products. Energy Star is a voluntary labeling program designed to identify and promote energy-efficient products to reduce greenhouse gas emissions. The EPA Office of the Innspector General performs independent work that helps ensure the integrity of EPA programs and operations by promoting economy, efficiency, and effectiveness. The OIG proposes innovative ideas and constructive solutions that lead to positive change in the environment and improvements in EPA?s business practices and accountability. In order to avoid any implied or actual conflict of interest, the selected vendor must provide any information if they have conducted ENERGY STAR product energy efficiency testing of the specific product types identified, on behalf of private manufacturers for the Environmental Protection Agency or the Department of Energy within the last five years. Specific deliverables shall include text, tables and summary spreadsheets documenting the data, methods and results using the OIG standard software (Microsoft Office 2003) and shall be provided both in paper and electronically. Detailed information on the requirement is provided via a draft copy of the Statement of Work (SOW), which is posted on the EPA OAM website at http://www.epa.gov/oam/hpod/#energystar/indes.htm. The North American Industry Classification System (NAICS) code for this procurement is 541380. THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS. This is a request for interested potential offerors to submit a brief capability statement demonstrating how they plan to meet the requirements in the draft Statement of Work (SOW). Submissions shall be limited to no more than three pages. Standard brochures and paraphrasing of the SOW will not be considered a sufficient response to this notice. Submitted capability statements should include the following: (1) Name of vendor; (2) Contact information (address, telephone, facsimile, e-mail); (3) Technical description of capabilities in meeting the requirement; (4) Experience to procure and test products designated as Energy Star; and (5) Maintain the applicable certifications or specification requirements specified by Industry or by the Energy Star Testing guidelines. Businesses should submit an electronic copy of the requested information to Contract Specialist Michael Gilham at gilham.michael@epa.gov no later than October 25, 2007, 4:00 p.m. EST. Based upon information currently available, the Government does not anticipate fulfilling this requirement through a small business set-aside. The method of competition will be determined after all responses to this notice have been evaluated. No feedback will be provided regarding individual capabilities statements. No Reimbursement will be made for any costs associated with providing information in response to this announcement and/or any follow-up information requests. No telephone calls and/or requests for a solicitation will be accepted or acknowledged.
