- Description
- NASA/DFRC plans to issue a Request for Proposal (RFP) for the fabrication of the Stratospheric Observatory for Infrared Astronomy (SOFIA) Upper Rigid Door (URD) Main Insulation Panel Assemblies. The SOFIA program consists of an airborne observatory platform (a Boeing 747-SP aircraft) equipped with a 2.5 meter infrared telescope, and multiple subsystems to support the telescope and other scientific instruments capable of infrared and sub millimeter observations. The SOFIA observatory is being developed by NASA and its partner the DLR (German Aerospace Center). The SOFIA observatory will be the world?s largest and most sensitive airborne observatory. The aircraft will operate at a ceiling of 45,000 feet. The telescope will look out of an open cavity in the side of the aircraft and allow astronomers to obtain sharper infrared images than ever before for a planned operational life of 20 years. The open cavity in the side of the aircraft is enclosed by the URD and a Lower Flexible Door (LFD). The work required under this contract is the fabrication of the SOFIA URD Main Insulation Panel Assemblies. The work will be accomplished at the Contractor?s facility. The Contractor shall furnish all necessary materials (unless otherwise specified in this contract) as well as management, labor, administration, operations, technical, safety and quality personnel, and services to accomplish this effort. The Contractor shall be AS 9100 certified/compliant. If compliant, the Contractor?s Quality Management Systems will need to be verified and accepted by NASA prior to award. NASA may impose mandatory government inspection points, test witnessing, and site visits. The assemblies to be fabricated are listed on the parts list PL96131540 and shown on assembly drawings 96131540 (Attachment A to this notice). The individual panels are composite sandwiches. Each sandwich has nominal 2 plies fiberglass skin bonded with adhesive around a rigid ROHACELL foam core. Fabrication details for core parts are shown on drawing 96131518 and listed on PL96131518 (Attachment B to this notice). The Contractor shall supply all materials (with the exception of the materials noted below as Government Furnished), tooling, equipment, and labor required to fabricate the SOFIA Upper Rigid Door Main Insulation Panel Assemblies in accordance with the referenced drawings. The parts/materials listed below will be furnished by the Government and referred to as Government Furnished Property (GFP). Within 10 days of receipt of GFP, the Contractor shall inspect the quantities and critical dimensions of these parts to ensure they conform to the dimensions and tolerances shown on the drawings. Any discrepancies in the GFP parts shall be immediately reported to the Government for resolution. These parts/materials will be furnished by the Government: 1. Fabricated Phenolic Blocks ? The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The NAICS Code and Size Standard are 336413 and 1000 employees respectively. All responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the RFP is on or about November 1, 2007 with an anticipated offer due date of on or about November 30, 2007.
