NAICS: 333120 Construction Machinery Manufacturing SIC: 3531 Construction Machinery & Equipment DESC: M9 Armored Combat Earthmover (ACE) moderization upgrade kits This is a Sources Sought Notice for construction equipment upgrade. This acquisition is expected to be a full and open competition for a commercial item in accordance with the Federal Acquisition Regulation, Part 2.1. DPAS Rating is: Unrated. CLIN 0001, M9 ACE modernization upgrade kits The Marine Corps Systems Command is seeking potential commercial sources for the procurement of M9 ACE Modernization/Upgrade kits. The Marine Corps has a requirement to procure 16 Modernized M9 ACE?s. The Modernized M9 ACE will be developed by implementing specific improvements in the form of a Modernization Kit onto the legacy M9 ACE. The specific improvements are: System Improvement Program ? 4 (SIP 4) upgrades, speed/stamina, tractive effort, maintainability/reliability, survivability, driver?s vision, vehicle functionality, weapon?s mount, increased electrical power, power final drive disconnect, and stowage rack. The program?s emphasis is on commonality of components across Marine Corps like systems and the utilization of Commercial Off-the-Shelf and Government Off-the-Shelf components. The Government intends to procure 18 M9 ACE Modernization Kits. The Government will provide two (2) legacy M9 ACE systems to a commercial vendor for integration, and verification of the Modernization Kits. Marine Corps Logistics Command (MCLC), Maintenance Center, Albany, GA will work directly with the vendor during the integration process and will subsequently be the designated manufacturer for the installation and final assembly of the remaining16 Modernized M9 ACEs. The vendor will: ? fabricate 18 modernization kits ? deliver two (2) Modernized M9 ACEs with modernization kits ? possess the fabrication capability to manufacture 16 M9 ACE hulls ? develop work instructions and associated interface drawings; and ? provide technical support to MCLC, Albany, GA during the final assembly of remaining 16 Modernized M9 ACEs. Government testing is anticipated to begin within nine (9) months of contract award on the first two (2) modernized M9 ACEs. Firms possessing the capabilities to accomplish this requirement are invited to identify their interest and capabilities by submitting a concept paper not exceeding 10 pages which identifies: 1) the general concept; 2) any unclassified, non-proprietary technical data for the material concept; 3) the capability to provide test units upon request; 4) capacity to produce; and 5) industry/business points of contact as soon as possible; however, no later than 1 P.M. EST on 25 October 2007. This is a Sources Sought Notice only and, at this time, is a not a request for a proposal of any kind. Proprietary information submitted in response to this Sources Sought Notice will be protected when clearly identified as proprietary. No phone calls will be accepted.
