Description
U.S. Army Research, Development and Engineering Command intends to solicit for the Rapid Equipping Force on a sole source basis under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to Diamond Mowers 27134 Parklane Dr, Sioux Falls, SD 57106-8000 for the procurement of one Diamond Wheel Loader Boom Mower with 50 inch flail cutter hea d. This brand is required for safety testing of this mower as attached to a five ton truck, rather than a tractor. The Army procured these same mowers for use in Operation Iraqi Freedom with the intent of attaching to a tractor. Field conditions proved tha t attaching to a five ton truck would better serve the Army. The purchase of one system to be tested stateside for safety is required at this time. This notice of intent is not a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be consider ed solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their capabilities by responding to this requirement, no later than 3:30 pm EST, 17 October 200 7.All information submitted should support the offerors capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating a n offerors bona fide capability to provide these items. Verbal responses are not acceptable and will not be considered. Responses may be submitted via email if the total file size is less than 5MB and does not use a .ZIP extension. Otherwise, responses m ust be submitted via hard copy to: US Army RDECOMAC, AMSRD-ACC-CC (Schoerner), 4118 Susquehanna Ave., APG, MD 21005.
