- Description
- The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) intends to negotiate a sole source award with the W New Orleans Hotel for lodging for the International Association of Chiefs of Police (IACP) Conference from October 13-17, 2007. This notice is posted using the procedures in Federal Acquisition Regulation Part 13.5, Test Program for Certain Commercial Items. Because of the large demand for hotel rooms and meeting space during the IACP Conference, agencies are assigned hotel space through a lottery system after IACP has secured their rooms and conference facilities. The hotel requirements used to initially choose a hotel for this conference are as follows: 1) the availability of 400 room nights for the dates above, to include the ATF Special Agent Conference (SAC) which concludes on October 19, 2007; 2) location within close proxmity of the IACP conference at the New Orleans Convention Center; 3) the availability of a spacious room with a least four (4) dedicated outside lines to serve as an ATF command post; and 5) thea availability of meeting rooms to facilitate the SAC conference and small meetings amongst ATF managers and executives. Eleven (11) hotels, including the W New Orleans Hotels, were surveyed in February 2007 for the IACP lottery. The nightly rate of and distance of the conference site from the W New Orleans Hotel were equal to or higher than three of the hotels surveyed. However, these hotels were booked prior to ATF's assigned selection in the lottery. Also, two other hotels surveyed in the lottery did not have enough rooms or available meeting room space to accommodate ATF's group requirements. The NAICS code for this requirement is 721110. The vendor, W New Orleans Hotel, is required to be registered in the Central Contractor Registration before award. All invoices must be submitted electronically to financebranch@atf.gov.
