Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. Overcoming Barriers to Employment of People with Disabilities 1. INTRODUCTION The purpose of this Request for Information (RFI) is to seek expertise from firms that have proven expertise in disability analytical and research skills. Firms must have knowledge on executive laws and regulations impacting disability employment issues, and the ability to provide an estimated total cost for completing such tasks as described below. Responses to this RFI are due October 9, 2007. 2. Background The DOT is seeking to hire a contractor to prepare a report that identifies barriers to the employment of individuals with targeted disabilities at DOT and proposes recommendations for overcoming the barriers. Specifically, the study will examine policies, processes, and procedures relating to recruitment, employment, promotion, and retention of people with targeted disabilities. The study will make findings and propose recommendations regarding any departmental and/or modal programs, policies, and procedures found to be a barrier. If necessary, recommendations will include, but might not be limited to, modifications to personnel training on disability employment issues, recruitment strategies, pre-employment screening, use of special hiring authorities, the reasonable accommodation process, disciplinary process/grievance, and awards and recognition for employees with targeted disabilities and their managers. The Department of Transportation is open to creative thoughts on how to achieve these results. 3. Description of Requirement A study to examine policies, processes, and procedures relating to recruitment, employment, promotion, and retention of people with targeted disabilities. 4. RESPONSES TO THIS RFI Responses to this RFI are to include the following: Capability Statements, References Curriculum Vitae of personnel, Oral Presentations 4.1 Content of Response Responses of this RFI should include the following information: 1. Brief description of the firm, its products and services 2. Past experience of the firm in Disability Policy Research 3. Past experience of the firm in conducting surveys, focus groups, and/or information gathering strategies 4. A short description of three (3) to five (5) critical success factors for the strategy and approach for this type of study, based on the experience of the firm 5. At least three (3) client references with e-mail contact information that for whom the firm has provided services similar to those described in section 2 of this RFI. 4.2 Format and Page Limit Responses to this RFI shall not exceed 15 pages, including annexes. Information contained in responses in excess of the stated page limit may not be evaluated. 5. DISCLAIMER This RFI is issued solely for information and planning purposes and does not constitute a solicitation. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to this RFI will not be returned. Responders are solely responsible for all expenses associated with responding to this RFI. 6. PROCESS This RFI is open to all potential Firms. Interested firms shall prepare a formal response, as described in Section 4 above, to be sent to Clementine Caudle-Wright, Supervisory Contracting Officer, Acquisition Services, Washington, DC via electronic mail address: Clementine.caudle-wr@dot.gov. Responses will be reviewed in accordance with the requirement as stated within and a set of pre-defined criteria. The criteria for this evaluation will likely include, but not necessarily be limited to, the factors described in Section 4.1 above. From this evaluation, the Departmental Office of Civil Rights MAY develop a short-list of potential firms that MAY be invited to take part in an RFP process to implement the activities described. Responders to this RFI shall submit an electronic copy of their response to Clementine.caudle-wr@dot.gov. Responses shall be in Microsoft Word or Abode Acrobat (.pdf) format.
