- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Division Crane. The Navy requires AN/SSQ-101sonobuoys, whose primary purpose is to detect acoustic emissions or reflections from potentially hostile submarines and transmit these signals to U.S. Navy airborne antisubmarine warfare forces. Stepladder quantities of 1,000, 2,000, 2,500, and 3,500 will be solicited on other than full and open competition basis with ERAPSCO, 4578 East Park 30 Drive, Columbia City, IN 46725-8869 in accordance with Federal Acquisition Regulation (FAR) 6.302-1(a)(2), ?only one responsible source and no other type of supplies will satisfy agency requirements.? It is anticipated that option quantities not to exceed 50% of the basic award quantity will also be awarded. The sonobuoys shall be manufactured in accordance with a Production Sonobuoy Specification, and the offeror must be a qualified manufacturer prior to contract award. This announcement is being issued for possible subcontracting opportunities. Numbered Notes 13 and 26 apply. Delivery will be FOB o rigin with destinations determined at time of lot acceptance. The solicitation will be available on or about 19 October 2007 at the following address: http://www.crane.navy.mil/acquisition/homepage.htm. All changes to the requirement that occur prior to the closing date will be posted to Crane web site, FedBizOpps and NECO. It is the responsibility of interested vendors to monitor the Crane web site, FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. No hard copies of the solicitation will be mailed. All responsible sources may submit a proposal, which shall be considered.
