Small Business Set-Aside: Total Small Business
Description: Description of the work: Furnish all labor, equipment, supplies, materials, and parts to construct a well for potable water. The base construction shall include, but not be limited to: drilling, installing casing pipe, installing a well screen, well development, determining well flow rate, gravel pack, formation pack, grout seal, well platform, mobilization, shipping and transportation costs, and any related items. The optional items includes the following: installing a well pump, installing water supply piping, installing the well pump electrical wiring, disinfection, and plumbing the well water supply into an existing water supply and distribution system. The well depth may vary from approximately 750 feet to 1100 feet, with the final depth dependant upon reaching the sloping Madison rock formation beneath the surface of the ground. Location: The well construction site is located in Big Horn County, Wyoming. It is in the vicinity of the Horseshoe Bend campground area located in Bighorn Canyon National Recreation Area, approximately 20 miles northeast of Lovell, Wyoming. The drill site is approximately three quarters of a mile from the Horseshoe Bend campground. It is off road and within 100 feet of an existing water system distribution building which is accessible by a gravel road. The general location will be shown on the drawings in the solicitation. Solicitation and performance dates: The solicitation will be issued and available at http://ideasec.nbc.gov on or about November 05, 2007. PAPER COPIES OF THIS SOLICITATION WILL NOT BE ISSUED AND TELEPHONE REQUESTS OR FAX REQUESTS FOR THIS SOLICITATION WILL NOT BE ACCEPTED. Individual requests for solicitation packages will NOT be accepted. The Solicitation Number for the Request for Quotation is Q1320085004. Responses to the Request for Quotation will be due on November 30, 2007. The estimated date for the award will be early December 2007. The estimated start date of construction will be approximately the end of December 2007. The performance period for completion of the contract will be 30 days, ending in January 2008. The actual performance dates, and the date for a site visit during the open solicitation period, will be included in the Request for Quotation documents. Contract structure: The contract will be advertised with base and option items, and an award will be made as a firm fixed-price. Base award will be made for the well drilling and related tasks, with payment being made as an all-inclusive price per foot, based upon actual depth of the drilling. Award of options will be determined by availability and quantity of water produced after drilling, as shown in the Request for Quotation. Estimated cost is within the range of $25,000.00 to $100,000.00. The NAICS code for this project is 237110 and the small business size standard is $31 million. This procurement is 100% Set-aside for Small Business, and the National Park Service encourages the participation of disadvantaged, service disabled veteran owned, and women-owned business enterprises. Payment protection is required after award for projects over $30,000.00, in the amount of 100% of the contract price.
