Description
THIS IS A REQUEST FOR INFORMATION. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. The US Army Corps of Engineers, Detroit District, is performing market research on possible future Requests for Proposal (RFP) or Invitations for Bid (IFB) that may be issued in support of maintenance dredging within the Great Lakes. These future solicitations will be structured as Multiple Award Task Order Contracts (MATOCs) and each solicitation may result in the award of a minimum of five and a maximum of ten Ind efinite Delivery/Indefinite Quantity (IDIQ) construction contracts. Each contract will have a maximum amount of $15 million each and individual task orders will not exceed $3 million. Individual Task Orders will be competed among eligible MATOC awardees and will be awarded on a firm-fixed price basis. These MATOCs will be used for maintenance dredging within the boundaries of the Great Lakes Districts which includes Detroit, Chicago and Buffalo Districts. The purpose of this synopsis is to determine th e interest, capability, and availability of qualified contractors to perform these services including 8(a) contractors, HUBZone Certified Small Disadvantaged Businesses, and small businesses. The North American Industrial Classification System (NAICS) Code applicable to this requirement is 237990, Other Heavy and Civil Engineering Construction, and the Federal Supply Code (FSC) is Z216, Maintenance Dredging. The Small Business Size Standard for this requirement is $18.5 Million. Offerors are requested to respond to this Synopsis with the following information (responses should be limited to five pages). 1. Company name, address, point of contact, telephone number, fax number, and email address. 2. Capability to perform, to include geographic span, logis tic complexity, and project size. 3. Business size to include designation as HUBZone, 8(a), etc. 4. Bonding capability (construction bonding level per contact and aggregate construction bonding level, both expressed in dollars). 5. Whether or not your equipment is Coast Guard Certified. 6. Whether or not the Silent Inspector system installed and operational on any and all of your equipment. 7. List of the last five dredging projects performed for the U.S. Army Corps of Engineers, to include contract number, award date, dollar value of contract, project location, name of District, and point of contact. 8. If your firm is a Small Business, provide affirmation that your firm can comply with the following minimum requirements: FAR 52.219-14, Limitatio ns on Subcontracting, requires that a small business concern perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees; also, a small business firm must comply with the requirement that 40 percent of the volume dredged must be dredged using a dredge owned by a small business concern.
