REQUEST FOR SITE AVAILABILITY UNITED STATES GOVERNMENT Seeks Expressions of Interest for the Sale to the Government of Real Property in Northern Virginia for the Establishment of an Administrative Office Complex Contracting Office Address U.S. Army Corps of Engineers, Baltimore District, Real Estate Division, P.O. Box 1715, Baltimore, Maryland 21203-1715 Description The Government is currently seeking alternative site proposals that will allow for the completion by June 15, 2011 of a full complement of completed facilities and associated amenities for the consolidation of approximately 6,200 Department of Defense per sonnel who have been directed to move from multiple leased locations in Northern Virginia under the 2005 Base Realignment and Closure Recommendation No. 133. The Governments intent is to evaluate any and all proposals responsive to this request, to selec t the proposal that best meets the Governments requirements against the evaluation criteria established herein, and to then conduct negotiations with the selected source to reach a firm proposal that can be compared to Government-owned site development al ternatives. Offered sites may consist of land only, or land and existing facilities, all of which must afford the government the ability to successfully meet the objective of allowing for the completion of a fully developed site ready for occupancy by June 15, 2011. The Government will consider proposals that contemplate sale on an as-is/where-is basis for completion of site development by the Government, as well as proposals on a turnkey basis where the developer completes development to meet specific requirements prior to sale to the Government. Only proposals for sale of the sites offered will be considered. Lease proposals will not be considered. Requirements These requirements are being described on a fully developed site basis to enable offerors of land only or land and existing facilities to understand the end state that the Government must be capable of attaining on any offered sites. " ADMINISTRATIVE FACILITIES: Single or multiple structures capable of supporting a minimum of 6,200 personnel. Finished space of Class A quality to include, but not be limited to, open and closed workspaces, conference rooms, Sensitive Compartmented Info rmation Facilities, operations center(s), training areas, auditorium, General Officer/Senior Executive office suites, storage, fitness center, lobby and cafeteria totaling approximately 1.5  1.7 million gross square feet. " Remote Inspection/Delivery Facility of approximately 86,000 square feet  stand alone or integrated in a way that meets Uniform Facilities Criteria (UFC) minimum standoff distance from occupied facilities (Note: this requirement is part of the overall s quare footage required, but is stated separately because it poses site layout and design constraints.) " Parking for approximately 3,800 vehicles " Security Access Control Points to provide screening of employees, visitors and their vehicles before accessing the main facility " All facilities must meet applicable federal, state and local code requirements including Uniform Federal Accessibility Standards " Space must be capable of supporting robust IT requirements to include network transport services for four or more security classifications " Electrical redundancy of N+1 for primary systems and N+2 for backup systems " Sustainable design capable of meeting a Leadership in Energy and Environmental (LEED) design of a Silver Rating " LOCATION: In Virginia, within one mile of any Metro Station. " SECURITY: All facilities must meet Department of Defense Unified Facilities Criteria 4-010-01(Anti-Terrorism/Force Protection standards). " SCHEDULE: All facilities described herein must be available for occupancy by not later than June 15, 2011. For as-is/where-is proposals, this contemplates that the offered site p oses no development obstacles (e.g., site remediation, permits, proffers, etc.) which would prevent the Government from achieving its occupancy objective. Evaluation Factors " Ability to meet the Governments stated facilities, IT, amenity, and overall infrastructure requirements " Overall accessibility of the facility to vehicular traffic and by public transit systems " Proximity to the Pentagon " Ability to meet Unified Facilities Criteria 4-010-01 " Schedule for completing finished space ready for occupancy " Character of the neighborhood in terms of compatibility of use and availability of amenities " For turnkey proposals, financial capability of the offeror to finance and deliver the facilities in accordance with schedule " For turnkey proposals, experience and technical capabilities of the offeror to deliver the facilities in accordance with schedule Submission Requirements Offers must contain the following minimum information: " Location and site plan of the property " Evidence of site ownership or control " A high level traffic plan which demonstrates successful integration of the site to existing transportation systems. " Architects rendering or photographs of the planned development or existing facilities " A brief narrative and a graphical description of the development plan sufficient to demonstrate the ability of the project to meet the Governments facility, AT/FP, and overall security requirements " A proposed schedule for delivery of facilities ready for occupancy (not applicable to as-is/where-is proposals). " A brief narrative statement describing the status of all federal, state and local permitting requirements prerequisite to beginning the project and demonstrating the offerors ability to obtain all such permits in support of the project schedule. This m ust include a summary of any proffers that have been agreed to, that are in negotiation, or that have been discussed with local officials. " A list of major projects that offeror has successfully completed on a similar scale as described herein within the past ten years or currently has in progress (not applicable to as-is/where-is proposals) " A brief narrative description of the offerors overall corporate resources, and the capability to obtain financing and to secure payment and performance bonds for the project (not applicable to as-is/where-is proposals) Submission of Offers Offers must be submitted in writing by October 25, 2007 to: U.S. Army Corps of Engineers Baltimore District ATTN: James S. Turkel P.O. Box 1715 Baltimore, Maryland 21203-1715 Cancellation of Request for Site Availability The Government is seeking viable alternatives for meeting its BRAC 133 Recommendation requirements. The Government reserves the right to suspend or modify all aspects of this process and to waive informalities and minor irregularities in offers received where it is in the best interest of the Government to do so. Site Inspections and Oral Discussions The Government reserves the right at its discretion to conduct onsite inspections of offered sites and to engage in oral discussions with offerors.
