Description
Description This Statement of Need is a Sources Sought Notice and Request for Information (RFI), which is not a commitment by the Government to issue a solicitation or otherwise pay for the information solicited. It is intended to seek industry assistance in determining (1) the appropriate grouping of the below mentioned services at Whiteman AFB, MO consistent with current market and industrial structures and (2) whether there is sufficient industry interest and demonstrated capability to compete for these activities to support a decision to pursue competitive sourcing. This RFI is being conducted as part of a Preliminary Planning Study (P3) in accordance with OMB Circular A76 dated 29 May 2003. (http://www.whitehouse.gov/omb/circulars/a076/a76_incl_tech_correction.html) Approval to conduct an A-76 Standard or Streamlined competition study at Whiteman AFB MO for the services as detailed below, HAS NOT been requested as of this date. Request for a solicitation will not receive a response. The Government will not reimburse for any information submitted in response to this request. Participation is voluntary. All participants are requested to complete a RFI Questionnaire and Past Performance Inquiry and return the documents NLT 25 Oct 07. Background Whiteman Air Force Base is an Air Combat Command installation located in Western Missouri approximately 55 miles outside of Kansas City. Whiteman AFB is home to the 509th Bomb Wing, which operates and maintains the Air Force?s premier weapon system, the B-2 bomber. The P3 effort is reviewing grounds maintenance functions within the 509th Bomb Wing. The mission of the service provider is to adopt a positive approach for the wing by providing best value grounds maintenance services through innovation and continuous improvement. The service provider will support the mission of 509th Bomb Wing, by providing grounds maintenance services that promote an attractive, healthy, and well maintained base landscape while promoting a safe, secure, and reliable working environment. The activities being researched for a possible A-76 Commercial Activities competition include: A. Mowing Improved/Semi-Improved/Unimproved Grounds: Provide mowing services for approximately 1,800 acres. All grounds should be policed and debris removed prior to mowing. Debris consists of tree limbs, dry brush, paper, cardboard, cans etc. Grass clippings can be removed or mulched. Edging is required around sidewalks, driveways, curbs, and other asphalt edges. Trimming will be required around other fixtures on the ground such as trees, shrubs, buildings, fences, poles, posts, fire hydrants, etc. All grass, weeds, and clippings shall be removed from walkways. B. Tree and Shrub Pruning/Trimming: Prune/Trim trees on a monthly basis and shrubs on an annual basis for approximately 1,800 acres. Some watering and mulching may be required. All debris resulting from pruning/trimming shall be properly disposed of. Limited tree and shrub removal may be required. C. Flowerbed Maintenance: Provide flowerbed maintenance as required for approximately 5 flowerbeds in highly visible areas. Flowerbed maintenance includes but is not limited to weeding, seeding, fertilizing, ground cover maintenance, watering, and flower removal if necessary. D. Equipment Maintenance: Perform preventative maintenance and repairs on all equipment used to perform grounds maintenance services.
