Description
Contractor Questions and Answers Round 2: Question 13: Is the requirement for the vehicles to have "zero miles" literally meant as zero.? I understand this is a solicitation for new automobiles but new cars rarely have zero since miles are incurred during transport. What is a reasonable mileage range. Answer 13: It's understood that it's difficult in some cases to avoid putting a few miles on vehicles because of requirements such as moving vehicles to suppliers, getting winches mounted, etc. A very few miles would not be an issue, provided that it can be clearly shown that the miles are directly related to preparing the vehicles for delivery under the contract. The main point is that it must be clear that the vehicles are new from the factory, and that they were not used as demonstration vehicles or in any other capacity that is inconsistent with being classified as new vehicles. Question 14: We intend to acquire all vehicles in Ecuador or a neighboring country. That being said, is Venezuela excluded as an option? Answer 14: If the vehicles are a Venezuela end product, then they cannot be accepted since Venezuela is not a designated country under FAR 25.003. Question 15: In the event that the vehicles are purchased from a location within Ecuador, do you require them to be at a central teaming location, delivered to the Embassy, or will they be picked up at the dealer? Answer 15: The Embassy would provide the location where the vehicles need to be delivered. Question 16: Warranty and title transfers will be a consideration in cost. Each time a vehicle is titled additional cost will be incurred. I assume whoever is awarded the contracts will be told the name of the shell company in whose name you intend to title the vehicles initially for the purpose of secrecy. Am I correct in this assessment? Answer 16: The vehicles will be titled to the Embassy. The correct title information will be provided to the successful offeror(s) after award.
