Description
The proposed procurement is for NSN 2010-01-253-2060, OIL TRANSFER ASSEMBLY for a quantity of 25 AY to be delivered to New Cumberland PA, and 51 AY to be delivered to Tracy, California. Requested delivery is 500 days for base, price break ranges, and option quantity, FOB Origin. Proposed procurement contains a 100% option for a quantity of 76 AY. This acquisition is for supplies for which the Government does not possess complete, unrestrictive technical data; therefore, the Government intends to solicit and contract with only approved sources under the authority of 10 U.S.C 2304(c)(1). The approved source is Dowty Propeller, Cage 93366, Part Number 694002001. Specifications, plans or drawings are not available. All responsible sources may submit an offer which shall be considered. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance and other evaluation factors as described in this solicitation. Numbered note 26 is applicable. NOTICE TO ALL CONTRACTORS: In a final rule contained in the Federal Acquisition Circular 01-26 (Item 1, FAR Case 2002-24) published in the Federal Register on December 20, 2004, the Federal Acquisition Regulation was amended to require offerors to submit representations and certifications electronically via the Business Partner Network. Offerors are encouraged to complete the Online Representations and Certifications Application (ORCA) as soon as possible since this requirement is appearing in solicitations. The ORCA can be found at http://orca.bpn.gov. ORCA is fully implemented. THE SOLICITATION WILL NOT BE AVAILABLE UNTIL THE ISSUE DATE OF 22 OCTOBER 2007 at https://www.dibbs.bsm.dla.mil/RFP.
