Description
SUBJECT: NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT FOR 2 PORTABLE CALIBRATION UNITS. The proposed contract action is for 2 Portable Calibration Units for which AFFTC/PKEAD, Edwards AFB, CA intends to solicit and negotiate with only Northrop Grumman Corporation, Amherst Systems Division under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the Air Force. A determination by the Air Force not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Air Force. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. SPECIFICATIONS: ECIT Portable Calibration Units (PCU or PCUs) The requirement is for two Portable Calibration Units capable of interfacing (one at a time) into the existing Electronic Combat Integrated Test (ECIT) Direct Injection Transmit Cart through an existing bulkhead fiber optic connector, in order to perform parallel RF system calibration, thus increasing the speed of calibration processing. The improvement required for the two PCUs for calibration processing of 24 RF carts will be 10 days. Additionally, a utility to easily combine parallel collected calibrated data onto a single hard drive is required. The PCU will be supplied with a General Purpose Interface Bus (GPIB) bulkhead connector for direct test equipment connections with the PCU. The PCU will connect directly into a GFE AC power outlet strip. Unit One is to be used as a Linux-based laptop Control Computer with Combat Electromagnetic Environment Simulator (CEESIM) MKN software installed. The laptop computer and up to three independent pieces of test equipment will also connect directly into the GFE AC power outlet strip. The independent basic laptop computer is a standard off-the-shelf unit with dual Ethernet port capability. The dual Ethernet ports interface with the PCU carrying case to provide one standard 100 Base T Ethernet interface directly to existing RF hardware and one standard 10 Base T Ethernet interface for GPIB. Unit Two is the single channel Portable Calibration Unit housed in an independent portable carrying case type of enclosure. The PCU is a subsystem used to calibrate an existing RF Threat Generation System. The PCU must interface with the hardware and software of the existing MKN threat generation system built by Northrop Grumman Corporation, Amherst Systems Division in order to calibrate the system. Northrop Grumman Corporation, Amherst Systems Division has the proprietary rights to the MKN Threat Generation system. The Portable Calibration Unit Required Material includes: ? One each, Basic Laptop PC running CEESIM MKM software ? One each, Northrop Grumman 909-6008003 Pulse Router, CCA ? One each, Northrop Grumman APDR-462X Power Supply ? One each, Northrop Grumman A8944-000017 CASPE ? One each, Northrop Grumman A3021-000159 Enet to Fiber Converter ? One each, Enet Hub (4 port) ? One each, Enet to GPIB Converter ? Two each, High speed fans ? One each, Carrying Case Enclosure Design Effort required: ? RF design ? System design ? Digital design ? Software design ? laptop must be able to communicate with the RFGU, AOA, and test equipment ? Cable design ? Integration and verification of the calibration process plan ? Acceptance test plan O & M manual must be supplied PCU will need to be integrated into existing ECIT system and tested on-site at Edwards AFB, CA. A mutually agreed upon Acceptance Test Procedure (ATP) will need to be performed to ensure that the upgrades meets or exceeds the system specifications. Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information detailing their ability to provide the 2 Portable Calibration Units.
