- Description
- This is a Pre-Solicitation Notice: The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ), intends to acquire construction services for our facility in Phoenix, Arizona. This requirement is for the installation of an upgrade to the HVAC automatic controls system at the Insect Rearing Facility. The contractor shall provide all labor, materials, and equipment necessary to replace the existing Andover Building Automation System with a web-based, totally native BACnet-based Building Automation System without using the Gateway technology. The new system shall include all of the existing points and programming from the existing Andover building management system but not limited to the existing points and programming. The contractor shall accomplish the work reflected above, in accordance with the statement of work, specifications and drawings (plans). The contractor shall be provided a sequence of operation and control diagram and as-built drawings of the existing HVAC system (to be viewed at the site location). All effort shall be completed within approximately three and a half months (102 calendar days) after award and the issuance of the notice to proceed. This is a full and open procurement which is to be awarded as a fixed price contract to the most qualified company based upon best value not necessarily lowest bid. The successful company will be required to furnish payment and performance bonds (reimbursable cost). A site visit to the facility is required and will be referenced in the solicitation. The estimated price range is between $100,000 and $250,000. The solicitation number AG-32KW-S-07-0029 is to be affixed to all documents submitted in reference to this requirement. It is anticipated that the solicitation will be released on or about July 28, 2007 and proposals will be due on August 27, 2007.
