Description

Design/Build of a Controlled Humidity Storage Warehouse located in Corpus Christi, TX. The proposed contract will be for the design and construction of a 120,000 SF controlled humidity warehouse with enclosed 2,400 SF administrative area. Constructio n includes reinforced concrete frame, pre-cast concrete wall panels, reinforced concrete floor and roof, required utilities, and site improvements. The administrative area will have individual heating, ventilating, and air conditioning (HVAC) controllers. This project is similar to Phase II of the Army Reserve Controlled Humidity Storage Complex build in 2004 at Construction Battalion Center (CBC), Gulfport, MS. The entire warehouse will also be equipped with a fire protection system. Force protection ( physical security) measures will be incorporated into design including maximum feasible standoff distance from roads, parking areas, vehicle unloading areas, berms, heavy landscaping, and bollards to prevent access when standoff distance cannot be maintain ed. This project is planned for issue in October 2007 with award scheduled in January 2008. Contract duration is estimated at 500 days. NAICS is 236220. The size standard is $31 million. The estimated cost range is between $5,000,000.00 and $10,000,000.00 . Note: This is set aside for Hubzone contractors, nationwide. Under CFR 13, Part 12, (a) A prime contractor receiving an award as a qualified HUBZone SBC must meet the performance of work requirements set forth in ?125.6(c) of this chapter.(b) In additi on to the requirements set forth in ?125.6(c), one or more qualified HUBZone SBCs must spend at least 50% of the cost of the contract incurred for personnel on its own employees or employees of other qualified HUBZone SBCs. (1) A qualified HUBZone SBC prim e contractor receiving a HUBZone contract for general construction may meet this requirement itself by expending at least 50% of the cost of the contract incurred for personnel on its employees or it may subcontract at least 35% of the cost of the contract performance incurred for personnel to one or more qualified HUBZone SBCs. A qualified HUBZone SBC prime contractor may not, however, subcontract more than 50% of the cost of the contract incurred for personnel to non-qualified HUBZone SBCs. Proposals will be required to submit the following: Pro Forma Information such as Proof as Financial Ability and Bonding Capability; Prime Contractor, Designer of Record Firm, and Individual Personnel Experience Personnel and Past Performance of the Prime Contractor an d Designer of Record Firm in accordance with Section 0114 of the solicitation. All evaluation factors other than cost or price, when combined, are approximately equal to cost or price. Project documents will be available approximately 16 October 2007, by web only.
