Description
The NATO Consultation, Command and Control Agency (NC3A) intends to advertise for International Competitive Bidding (ICB) on works and services within the framework of the NATO Security Investment Program. Eligible firms will be invited to provide bids on a Request for Quotation (RFQ) to facilitate secure voice communication over an existing Iridium satellite system for NATO operations. NC3A is serving as the Host Nation for this project, which was authorized by the NATO Infrastructure Committee. The envisaged bidding procedure for this RFQ will be the BOA Plus procedure. In response to this Notification of Intent (NOI), the U.S. Department of Commerce will be nominating to the bidders list qualified U.S. firms in addition to those already identified by NC3A as BOA vendors. The estimated value of this project is Euro 580,000 (USD $821,000). The reference of the Request for Quotation (RFQ) is RFQ-CO-12419-OPL. The U.S. Department of Commerce will be using the same RFQ reference. OPERATIONAL REQUIREMENTS NC3A, as the Host Nation, intends to procure mechanisms to secure the satellite voice communication system already established within NATO operations. Currently Iridium satellite phones have been implemented at the unclassified level. The aim is to add crypto devices/phones utilizing the current solution and establish secure satellite kits. The solution required shall protect information equivalent to Mission Confidential. This requires a NATO approved solution for protection of NATO Confidential information or a solution with equivalent national approval. Users will be from NATO and non-NATO nations participating in NATO missions. The technical solution already in operation for mobile and static locations is based on portable Iridium satellite phones and fixed Iridium satellite terminals. The bidder deliverable equipment shall extend/convert the existing kits, already in operation, to secure mode of operations, so from clear voice to secure voice kits. This extension shall ensure that all 76 defined key players have secure communication where everyone can reach everyone. Quick delivery is paramount due to operational urgency. The security solution must be releasable to all NATO and non-NATO troop contributing nations/units. Bidding documents are expected to be NATO RESTRICTED releasable to ISAF. Performance of the contract will require contractors to have personnel and facility clearances at a level of NATO SECRET. The contractor is responsible for ensuring that the Defense Industrial Security Clearance Office (DISCO) forwards to the Host Nation the NATO clearance certifications for its facility and for all personnel assigned to the contract. BIDDING PROCEDURE The U.S. Department of Commerce does not serve as the Host Nation for NATO projects. Its role is to approve for bidding those firms of NATO-member nations with a facility located within the United States. Only firms approved by the U.S. Department of Commerce will be allowed to bid. A firm that has been approved for bidding on NATO projects must request that the U.S. Department of Commerce issue the required DOE for each project on which the firm wishes to bid. The DOE is used to nominate the firm to the Bidders List for a particular project. The Host Nation will not accept requests for nomination received directly from firms. Firms that the U.S. Government nominates to the Bidders List will be contacted directly by the Host Nation when the Request for Quotation (RFQ) has been issued. IMPORTANT DEADLINES 1.
