Description
This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is not a solicitation announcement. Requests for a solicitation will not receive a response. The purpose of this sources sought announcement is to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses interested and capable of performing the work. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) number of employees as defined by the Federal Acquisition Regulation (FAR) part 19.101 and (e) the amount of annual receipts as defined by the Federal Acquisition Regulation (FAR) part 19. In addition, the respondent must provide a capability statement that addresses the organizations qualifications and ability to perform as a prime contractor for the work described below. Description: Contractor will provide a turn-key solution for Patient Ceiling Lifts Project. Turn-key is defined as: procurement, delivery and installation of equipment in accordance with the manufacturers installation instructions/specifications including track mounted lifts and traversing units for powered and manual operation; coordination with manufacturer for staff training on equipment, and coordination with manufacturer for warranty and service issues. A mandatory pre-solicitation conference will be held at a date and location to be announced for all qualified contractors so that the scope and magnitude of the project can be conveyed. Site visits to all eight medical centers will need to be coordinated after the pre-solicitation conference. Magnitude of Project: This project will include eight VA Medical Centers located throughout North Carolina, Virginia and Beckley, WV. Lifts will be installed in the Long-Term Care Wards, Med/Surg Wards and Intensive Care Units. VISN 6 anticipates this project will take a minimum of three years to complete with follow-on work for scheduled and non-scheduled maintenance. Important Information: The Government will not pay nor reimburse any costs associated with responding to this sources sought synopsis request. The Government will in no way be obligated to issue a solicitation or award a contract for the aforementioned work, and is providing this as information only. The Government will in no way be bound to this information if any solicitation is issued. Currently a total set-aside for Service Disabled Veteran Owned Small Business firms is anticipated. However, if response by Service Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. The North American Classification System (NAICS) code for this acquisition is 238290 ($13 million). All eligible firms expressing interest in being considered for any resultant solicitation, provide the following information: DUNS number, Cage Code, and Tax ID Number along with the company and contact information listed in the opening paragraph. Notice to Potential Offerors: All Offerors who provide goods or services to the United States Federal Government must be registered in the Central Contractor Registration (CCR located on the web at www.ccr.gov). It is desirable that any offeror to have completed their business Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registery located at http://vip.vetbiz.gov.
