- Synopsis Services Nonpersonal: This requirement is for Interpreter Services at Manas Air Base, Bishkek, Kyrgyzstan. The contractor shall provide all personnel, equipment, parts, labor, transportation, supervision necessary to provide Interpreter Services at Manas AB in accordance with Performance Work Statement (PWS) dated 22 May 2007. The tentative solicitation release date is 7 July 2007. Scheduled start date is 1 Oct 2007; total contract length is 1 Base Year plus 2 Option Years. This will be a firm-fixed price contract. The solicitation, a request for proposal (RFP), will be unrestricted. The NAICS code for this acquisition is 541930. The Government will award a contract resulting from this solicitation to the responsible offeror, whose offer conforming to the solicitation will be most advantageous to the Government. Proposals will be evaluated using the source selection approach where past performance and technical qualification/capability are more important than price. When combined, past performance and technical qualification/capability are the only factors subject to trade off with price. The Government's obligation under this contract is contingent upon the availability of funds. It is anticipated that the solicitation will be issued electronically on or about 7 July 2007 and due on or about 7 August 2007 using the Government?s Federal Business Opportunities (FedBizOpps) at http://www.federbizopps.gov and the Military Contracting website for advertisements in the AOR at http://www.militarycontracting.com . Paper copies are not available.
