Description
The Bureau of Reclamation, Lower Colorado Region has a requirement for the operation and maintenance of the Salton Sea Shallow Habitat Wetland. The Government anticipates awarding a firm-fixed-price contract with a one-year base period and 4 one-year option periods. Principal features of the work include, but are not limited to: (1) Provide all equipment, materials, structures, supplies, personnel, and supervision to operate and maintain habitat ponds which includes all ponds, cells, outlets, inlet channel and diffusers, pumps, piping equipment, and all else necessary for the proper operation of the habitat pond complex. (2) Provide and maintain an outlet to Cell 4. (3) Repair and maintain earth-fill embankments were erosion has occurred to ensure embankment integrity and to ensure that all existing islands are not connected to land. (4) Maintain a mixture of Salton Sea and Alamo River to Cell 1 of the wetland complex with a target salinity of 20,000 mg/l and a maximum variability of 15,000 to 25,000 mg/l. (5) Maintain water surface elevations in Cells 1, 2, 3, and 4 according to target elevations. (6) Monitor, record, and report on daily flow rates, specific gravity and salinity, and water surface elevations. The project site is located at the south end of the Salton Sea near the Sonny Bono National Wildlife Refuge, (Imperial County, California) approximately 15 miles north of El Centro, California, and 30 miles south of Indio, California. The Salton Sea is about a three hour drive from the Los Angeles area going east on Interstate 10 to Coachella, California following State Highway 111 along the north side of the sea. From San Diego California, the Salton Sea is about a three hour drive east on Interstate 8, from San Diego California. The Sonny Bono National Wildlife Refuge Headquarters Office is located near the intersection of Sinclair Rd. and Gentry Rd, in the Imperial Valley, north of El Centro. This solicitation is unrestricted. The North American Industry Classification System (NAICS) code for this acquisition is 541620 Environmental Consulting Services with a small business size standard of $6.5M. The solicitation, in the form of a Request for Proposal (RFP), will be issued on or about October 29, 2007 with offers due thirty (30) days after. No documents will be available until the solicitation is issued. The solicitation will only be issued electronically via www.FedBizOpps.gov. The solicitation drawings, if any, may be issued either electronically or on CD media depending on the number of drawings issued. The Government reserves the right to issue the solicitation on paper or CD if the FedBizOpps (FBO) website becomes inoperable or if the Contracting Officer determines it is in the Government's best interest to do so. Offerors should register at the FBO to be included on the offeror list in order to receive notifications pertaining to the solicitation, or visit the FBO website after issuance to download the solicitation and any subsequent amendments. Offerors are required to have a current registration on the Central Contractor Registration (CCR) to be eligible for contract award. Offerors may register on CCR at http://www.ccr.gov.
