- SUBJECT: NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT DESC: Under the authority of FAR 6.302-1, it is the Governments intent to award a sole source to the American Society of Crime Lab Directors (ASCLD) for an annual accreditation fee for the Armed Forces DNA Identification Lab (AFDIL). AFDIL is directed by the DoD DNA Quality Assurance Oversight Committee to be accredited by ASCLD, and this mandate is supported by the Army Surgeon General as well as the Assistant Secretary of Defense (Health Affairs). This is not a formal solicitation. This synopsis is no t considered a Request for Quotation or Proposal. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. If no affirmative written response is received, the purchase will be awarded without further notice. A determination by the Government not to compete this propos ed contract based on this notice is solely within the discretion of the Government. Detailed capabilities must be submitted to the following email address no later 4:00 p.m., Eastern Standard Time, 16 October 2007. EMAIL: elayne.seiler@amedd.army.mil JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION: 1. Contracting Activity: The contracting activity responsible for this action is the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the Armed Forces Institute of Pathology DNA Identification mission. 2. Description of Action: This Justification and Approval is being requested for a new firm fixed priced contract for inspection and accreditation services. 3. Description of Supplies/Services: Schedule inspections a nd audit, and annual laboratory accreditation services. 4. Authority Cited: The statutory authority permitting other than full and open competition to satisfy this requirement is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-5, Authorized or required by statute. 5. Reason for Authority Cited: The primary mission of the Armed Forces DNA Identification Laboratory (AFDIL) is to support the Office of the Armed Forces Medical Examiner in their role to properly identify and return fallen US service members throughout the world, to include missing service members of the past conflicts of World War II, Korea, and Vietnam. DNA analysis and human remains identification extend to multiple agencies within the Department of Defense, nationally, and internationally. With this identification mission, the AFDIL is an accredited forensic laboratory, holding accreditations through the College of American Pathologists (CAP) and the American Society of Crime Laboratory Directors/Laboratory Accreditation Board (ASCLD/LAB). AFDIL is directed by the DoD DNA Quality Assurance Oversight Committee to be accredited by ASCLD, and this mandate is supported by the Army Surgeon General as well as the Assistant Secretary of Defense (Health Affairs). Accreditation is issued based from t he result of inspections and audit, and the personnel proficiency tests. 6. Market Research: Not applicable. 7. Estimated Cost: The estimated total value of this requirement is $25,725.00
