Description
The US Army Corps of Engineers, Portland District, The Dalles and John Day Projects, intends to award a Firm-Fixed Price (FFP) service contract to a contractor able to provide all personnel, equipment, tools, materials and training (except as specified herein as Government furnished), vehicles, supervision, and other items necessary to provide armed and/or unarmed security service at The Dalles and John Day Dams and facilities as specified. Contractor personnel shall provide security services as specified by Post Orders supplied by the Contract Officer Representative (COR) and in accordance with the specifications and referenced documents set forth in the Statement of Work (SOW). These services may include but are not limited to surveillance of additional areas, checking and verifying identification of persons entering Corps projects, inspections of vehicles and packages, building inspections, vehicle and foot patrols of areas and facilities, security gate operations, closure of areas to non-employees, monitoring of Corps-owned surveillance systems, and similar duties. The contractor shall perform to the standards in the contract and comply with all local, state, and federal regulations. The performance period for this contract will be 1 November 2007 through 31 October 2008, as the base year, with four (4) additional option years. This solicitation is restricted to Small Business, the North American Industry Classification System (NAICS) code for this acquisition is 561612, with a small business standard size of $17 million. Please identify your business size in your response based upon this standard. It is the intent of the Government that all prospective quoters visit the job-site for the purpose of acquainting themselves with local conditions and to discuss any questions that may arise. Therefore, as per FAR Clause 52.237-4001, Site visit (May1990): An organized visit has been scheduled for 11 October 2007, at 10:00am. Participants will meet at the John Day Dam Project Office, Rufus, Oregon. In order to participate in the site visit you must send the required documentation outlined below to Kelly Th omas via email at kelly.r.thomas@usace.army.mil, at least 24 hours hours prior to the site visit. If you have any questions you can contact Kelly at (541) 506-7816. Anyone not on the approved list prior to the start time of the site visit will not be all owed through the security gate. The following information is required for each individual who will be attending the site visit: (1) Name and Position (2) Company Name (3) Work Phone Number (4) Date and Place of Birth In order for foreign nationals to participate in the site visit under Force Protection Condition (FPCON) normal, along with the aforementioned information, a legible copy of their passport and visa must be provided. This is necessary for security purposes to gain entry to the facility. Further, if the FPCON level is Alpha or higher, the aforementioned information is required three (3) working days prior to the site visit for processing via the Foreign Disclosure Office with the US Corps of Engineers  HQS . If the required information is not provided as specified or the individual does not pass the Government's security check, then the said individual will not be permitted to attend the scheduled site visit. The Solicitation Package will be available for download on or about 1 October 2007 through FedTeDs, www.fedteds.gov, you must be registered in FedTeDs to download this solicitation. All responses to the RFQ will be due on 22 October 2007, by 4:00pm (PST). Responses received after that date and time will not be considered. Please be aware that facsimiles and electronic transmitted responses will not be accepted. Responses to the RFQ should include the company name, street address, city, state, country, zip code or postal code, POC, POC telephone, and e-mail address. The lowest priced vendor who meets all of the factors in the solicitation will be awarded the contract on or about 24 October 2007 and is expected to attend a post-award meeting on 26 October 2007 to make available all required submittals, i.e. insurance, certifications, etc. In order for contractors to conduct business with the Department of Defense, they must be approved and registered in the Central Contractor Registration, at website www.ccr.gov, before award can be made.
