- U.S. Army Research, Development and Engineering Command intends to solicit on a sole source basis under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to Army Times Publishing Company, 6883 Commercial Drive, Springfield, VA 22159 for the procurement of twelve monthly advertisements recruiting officers and non-commissioned officers for field teams and staffs of the Asymmetric Warfare Group. The market and circulation of Army Times reaches the greatest number of intended recipients of the ad. This notice of intent is not a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received w ill be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their market and circulation among active Army officers and non-commissioned off icers by responding to this requirement, no later than 3:30 pm EST, 05 October 2007. All information submitted should support the offerors capability to provide the service required, and shall be furnished at no cost or obligation to the Government. Resp onses must be in writing and must provide clear and concise documentation indicating an offerors bona fide capability to provide these services to the same or greater market as Army Times. Verbal responses are not acceptable and will not be considered. Re sponses may be submitted via email if the total file size is less than 5MB. Otherwise, responses must be submitted via hard copy to: US Army RDECOMAC, AMSRD-ACC-CC (Schoerner), 4118 Susquehanna Ave., APG, MD 21005.
