- The 190th Air Refueling Wing located at Forbes Field, Topeka, Kansas intends to issue an Invitation for Bid (IFB) to award a single, firm fixed-price contract to provide all labor, transportation, materials, tools, equipment and supervision necessary for the Repair construction of an existing 138,500 square foot Aircraft Maintenance Hangar Facility, Bldg. 662 in accordance with plans and specifications. Magnitude of this project is between $1,000,000.00 and $10,000,000.00. Completion time is anticip ated to take approximately 365 calendar days from Notice to Proceed. Project Number GUQE 002002. Work includes interior construction consisting of drywall, carpeting, tile flooring, acoustical ceilings and elevator with limited concrete masonry work. Me chanical systems are VAV systems connecting to relatively new existing high velocity HVAC systems. Electrical systems include work for power, voice, data and intrusion detection. Fire protection pumps upgraded and Fire protection work includes specialize d aircraft hangar High Expansion Foam (HEF) system installation in open bays. Fall protection systems for work on aircraft in high bay areas will also be included. Limited Demolition work included. Work includes painting of three high bay large volume areas. Limited site work to include new vestibule and supply loading dock and associated ramped paving and storm drainage tie-in. Phasing of work will be required. All responsible firms may submit a bid. The North American Classification is 236210 and the size for Small Business is $28.5M average annual receipts for the past 3 years. This project is being procured on an UNRESTRICTED basis in accordance with the Small Business Competitive Demonstration Program. The HUBZone preference IAW FAR 19.1307 ap plies. A Small Business Subcontracting Plan will be required if the offeror is a large business and must be submitted with the bid. The solicitation will be issued on or about October 15, 2007. A pre-proposal conference will be conducted on or about Oc tober 22, 2007 at 1:00 P.M. local time at the Kansas Air National Guard, Forbes Field, Building 2005 Auditorium for the purpose of briefing on the proposal requirements, answering questions regarding this solicitation and conducting a site visit. All inte rested contractors are encouraged to attend the pre-proposal conference and should be aware of the requirements for admission to the base. The solicitation closing date is scheduled on or about November 14, 2007. Actual dates and times will be identified in the solicitation. Interested bidders must be registered in the DoD Central Contractor Registration (CCR) database. Firms can register via the CCR Internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-888-227-2423. Inter ested bidders are required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR MPIN in order to log in to the Online Representations and Certifications application (ORCA) website. The solicitation and associated information minus the plans and specifications will be available on the web at http://www.ngks.net. All contractors and subcontractors interested in this project must register at this site. The Plans and specifications will be available only from the Federal Technical Data Solution (FedTeDS) website on-line at https://www.fedteds.gov.
