- This is a Pre-Solicitation notice (synopsis) for a requirement restricted to competition among Small Businesses. The Federal Highway Administration (FHWA) has a requirement for non-personal technical support services for the FHWA Nondestructive Evaluation (NDE) Center at the Turner-Fairbank Highway Research Center in McLean, VA. Such support will require expertise in both steel and concrete NDE. Specific services required will include the overall management and daily operation of the laboratory, maintenance of laboratory test equipment and field vehicles, specimen preparation and logging, laboratory and field testing and evaluation, data acquisition, data scrutiny, data analysis, and documentation - including reporting of findings and recommendations for future action. The Request for Proposal (RFP) will be released in the near future, and will be available electronically at http://www.fedbizopps.gov. Interested parties may register at the aforementioned site to receive notification of this action, as well as a variety of other procurement announcements and information related to this acqusition. FHWA contemplates a laboratory site visit, to be immediately followed by a discussion of the RFP. Although not mandatory, those interested in proposing are strongly encouraged to participate. The date for the site visit, and instructions for participating, will be contained in the forthcoming RFP. It is the responsibility of offerors to monitor the FedBizOpps website for any amendments or additional information related to the RFP package and this procurement. The NAICS code for this solicitation is 541710 with a Small Business Size Standard of 500 employees. The solicitation and any resultant contract award will include FAR clause 52.219-6 Notice of Small Business Set-Aside. NO OTHER PROCUREMENT INFORMATION IS AVAILABLE AT THIS TIME.
