- This announcement is for the purpose of soliciting names of construction contractors interested in submitting an offer to provide construction services for the Afghan National Army (ANA) Garrison Life Support Complex site in Jalalabad, Nangarhar Province, Afghanistan. All contractors are invited to participate in this solicitation. Project Scope: Complete the Civil, Site, Architectural, Structural, Mechanical, and Electrical work requirements to design and construct new garrison life support facilities and infrastructure in Jalalabad, Nangarhar Province, Afghanistan. It is the Government's intent to provide the design for many of the facilities and leave some of the designs to be completed by the contractors? designer. Responsibility to identify these design and design details are that of the contractor and not the Government under the Design/Build concept. The contractor shall perform work that consists of site security, force protection measures, topographic survey, installation master planning, site demolition (as required), grading, design and construction of new buildings, construction of prime power plant and electrical distribution system, construction of a sanitary sewer collection system (No holding tanks allowed), waste water treatment, solid waste transfer points, development of a raw water source (i.e. ground source water wells), installation of water well pumps, potable water booster pumps and associated controls, installation water distribution system, construction of water storage tanks. Design and construct a paved road network inside of the compound, POV and military vehicle parking areas. The contractor shall perform a geotechnical investigation for the building foundations. These facilities shall be designed and construct in accordance with current American or European or other equivalent standards as determined by the Government, building codes, safety and security standards and applicable local requirements. The magnitude of this construction project is between $ 25,000,000.00 and $ 50,000,000.00 USD. The expected base contract duration is 240 days. Plans and Specifications: the solicitation will be issued on compact disk (CD) for prime contractors to pick up at the USACE Qalaa House office. The solicitation will not be provided to subcontractors, suppliers, or vendors. Contracting Procedures: The solicitation will be a request for proposal (RFP). Source selection will be made using the best value trade-off process. Both non-pricing (technical) and price proposals are required. The evaluation factors with their significance and weight will be provided in the RFP. The Government may include options in the solicitation. The contract will be awarded on a firm-fixed price basis. Acquisition Time Line: Tentative date for issuance of Request for Proposal (RFP) number W917PM-07-R-0102 is 13 October 07. Tentative date for receipt of proposals are 12 November 2007. USACE will conduct a pre-proposal conference in the Qalaa House dayroom on 16 October 07 from 0930-1100. There will be a site visit. Tentative date to award the contract is 27 November 2007. There are currently no restrictions or special permissions needed to access the site. Contractors not able to make the pre-proposal conference will be able to access the site at their own convenience.
