This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Proposal (RFP) No, F1A0B17253A002. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-20. This is set aside for 100% small business. CLIN : 1001: OPTIONYEAR I NON-PERSONAL SERVICES for CATHOLIC RELIGIOUS EDUCATION DIRECTOR QTY: 12 MONTH, UNIT Price: $______________, Extended Price: $____________.DESCRIPTION OF NON-PERSONAL SERVICES: PRIMARY FUNCTION: Subject to policy guidance of the Wing Chaplain through the Catholic Chaplain, or pastor, the Religious Education Coordinator (REC) will develop, implement, coordinate and evaluate the Religious Education (RE) program for the Catholic Chapel community of Bolling AFB, DC. QUALIFICATIONS: Possesses a Bachelors degree in Religious Education or a minimum of seven years experience as a DRE/REC in Catholic Chapels or Churches. Possesses a minimum of five years experience working with worship, liturgies and rites of the Roman Catholic Church. Possesses a minimum of 2 years of experience as a chapel REC with a program consisting of preschool children through adults. Functions as a team member in a pluralist environment?working with chaplains, staff and volunteers. Provides all information necessary for a background investigation to include an Installation Records Check (AF Form 2583), as State Check (as needed), and a DCII?Federal Computer Check. Must be interviewed by Senior Catholic Chaplain (and designated assistants). GOAL: To assist other members of the parish in their faith development as we journey toward our goal of realizing, maintaining and promoting a true commitment to Jesus Christ and the Roman Catholic Church. TIME/LOCATION/FREQUENCY OF SERVICES: Provides for Religious Education training (formerly known as CCD) weekly on the date and time arranged through the Senior Catholic Chaplain. Maintains a schedule with a minimum of 18 hours per week in the chapel office. A schedule of weekday office hours will be determined and approved in collaboration with the Senior Catholic Chaplain. Hours do not constitute total work requirements. DUTIES AND RESPONSIBILITIES: Attends all Chapel Section Staff Meetings, Catholic Staff Meetings, RE Committee meetings and Catholic Parish Advisory Council Meetings as required by the Wing Chaplain and/or the Catholic Chaplain, or pastor. Tracks the monthly attendance records for all RE programs and provides metrics to Chapel staff as needed. Creates and maintains student/parent database for the Catholic Parish. Submits all facility, funds and material requests to the Senior Catholic Chaplain or designate for coordination and processing. In a timely manner communicates all events, issues, etc. with the Catholic Chaplain or his designate. Inventories and stocks all Catholic RE materials after receiving them from the Funds Bookkeeper. Provides resource support for all elementary, junior and senior high RE programs, all Religious Education teachers and the Children?s Liturgies volunteers. Maintains Catholic RE supply cabinets. Maintains background checks through the Security Forces Squadron on all volunteers who have direct contact with children under the age of 18. Provides an annual calendar to the parents of all Religious Education students. Keeps abreast of current trends in catechetics and provides semi-annual training opportunities for teachers and staff. Supervises the total Religious Education program within the Catholic parish (K-adult) to include recruitment, training and evaluating catechists. Implements a comprehensive adult Religious Education program to include assessing RE needs of the parish, providing classes or workshops and handling the administration of program. Assists the Catholic Chaplain or designate in the preparation and celebration of all Children?s Liturgies. Assists the Catholic Chaplain or pastor in the organization and execution of Sacramental Programs. This includes organizing one Confirmation Retreat and organizing for the above-mentioned programs and the celebration of Confirmation and reception. Coordinates, plans and conducts with Protestant REC the Ecumenical aspects of the Chapel Religious Education Program to include the annual Ecumenical Vacation Bible School. OTHER DUTIES AND RESPONSIBILITIES: The REC submits a monthly invoice of services rendered in Wide Area Workflow (WAWF) to be certified by the Catholic Chaplain, pastor, or his designated representative, for its accuracy and for payment. The REC personally performs the services or will cause them to be performed by a substitute of equal or higher proficiency, who must be approved by the Catholic Chaplain, or pastor. Except in emergency situations, the Catholic Chaplain, pastor, or his designated representative should be notified at least 7 days before such a substitution is necessary. The Senior Catholic Chaplain or his designated representative reserves the right to refuse the services of such a substitute if he/she is deemed unqualified. The REC may use Chapel owned or managed audio/visual equipment located in the chapel. No equipment may be removed from the Chapel without written authorization from the Wing Chaplain or his/her designated representative. The REC furnishes a proposed annual budget for curriculum, supplies and materials each July to the Catholic Chaplain, or pastor. The REC submits request to order curriculum to the Accounting Technician a minimum of thirty (30) days prior to requirement. The request must include vendor name, address and telephone number; title; order number; quantity and cost of items. The REC ensures that all facilities used are properly secured, to include all doors and windows, following the conclusion of RE classes and other meetings at the chapel facilities when chapel personnel are not present. The REC performs other related functions as negotiated with the Wing Chaplain, through the Catholic Chaplain. Note: Any additional service or rehearsal ?units? must be pre-approved by the Catholic pastor. In accordance with FAR 52.212-4(a) Inspection /Acceptance, the government will evaluate the contractors performance under this contract. GOVERNMENT REMEDIES. The contracting officer shall follow FAR 52.212.4, Contract Terms and Conditions Commercial Items (FEB 2002), for contractors failure to perform satisfactory services or failure to correct nonconforming services. INSPECTION AND ACCEPTANCE TERMS: Supplies will be inspected at destination/government, accepted at destination/government. FAR PROVISIONS: The provisions at 52.212-1, Instructions to Offerors-Commercial Items are hereby incorporated. Addendum to FAR Provision 52.212-1 applies to this acquisition is as follows: 52.237-1, 52.252-1: 52.252-5: (b) DFARS (Chapter 2). In accordance with 52.212-1 (h) multiple awards will be considered if determined to be most advantageous to the Government. EVALUATION PROCEDURES: (a) The Government will select the best overall offer based on technical capability, past performance and price. Technical capability and past performance when combined, are more important. Proposals shall be rated as follows: ?Exceptional?, exceeds specified minimum performance or capability necessary for acceptable contract performance, ?Acceptable?, meets specified minimum performance or capability necessary for acceptable contract performance, ?Marginal?, does not clearly meet some specified minimum performance requirements necessary for acceptable contract performance or ?Unacceptable?, fails to meet specified minimum performance or capability requirements. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer?s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation; will be the most advantageous to the Government in accordance with the requirement. Only those offerors determined to be in compliance with the requirements as stated in this solicitation will be considered for award. If additional information is required to support price reasonableness, each offeror may be requested to provide a hard copy of their price break-down. Non-conformance with this requirement may result in offeror?s quote being determined unacceptable. Offeror must include, with its offer, a completed copy of provision FAR 52.212- 3, Offeror Representations and Certifications-Commercial Items in full text.
