Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Proposal (RFP) No, F1A0B17253A001. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-20. This is set aside for 100% small business. The North American Industry Classification System code (NAICS) is 711510, with a size standard of $6 million. CLIN: 0001: BASE YEAR NON-PERSONAL SERVICES for GOSPEL MUSIC DIRECTOR QTY: 11 MONTH, UNIT Price: $______________, Extended Price: $____________. CLIN: 1001: OPTION YEAR I NON-PERSONAL SERVICES for GOSPEL MUSIC DIRECTOR QTY: 12 MONTH, UNIT Price: $______________, Extended Price: $____________. DESCRIPTION OF NON-PERSONAL SERVICES: The BAFB Gospel Service Music Director, under direction of the Contract Monitor (CM) of the Gospel Service (Chaplain), will provide and coordinate all music requirements for Bolling Gospel Choir, Women?s Choir, Male Chorus, Youth Choir, Children?s Choir, and Special Music. The CM has final decision authority regarding all music of Gospel Worship Service. Any and all changes with respect to music delivery shall be at the discretion of the CM. The Music Director?s contract can be voided at any time for noncompliance. EXPERIENCE/QUALIFICATIONS: Must be able to teach and train others the importance and value of the music ministry. Must possess good communications and public relations skills. Must be strongly versed and experienced in Gospel Music genre. Must possess a minimum of two (2) years experience as a Music Director within a military chapel community, civilian church or possess extensive experience within a military chapel setting. Must possess a minimum of two (2) years experience as a pianist/organist within the military chapel community or civilian church. Must possess a high level of knowledge of piano/keyboard instruments as requested by the CM. Must be able to read, play and teach traditional and contemporary gospel music including traditional and spiritual hymns. Must be able to read, play and teach music from the latest contemporary gospel music recordings. Must possess positive leadership skills, and a willingness to follow chapel leadership. Must assume additional duties as requested by the Gospel Service CM. Must be interviewed/auditioned by Gospel Service CM and final approval made by the Senior Protestant Chaplain.Must have reference letters from previous chaplain/pastor within the last 2 years. Must have but are not limited to: the ability to read music scores and posses a Master?s Degree in Music from an Institution recognized by the United States Department of Education or have equivalent work experience (7 plus years) POSITION SPECIFICATIONS: Provide musical accompaniment/support for choir(s) as required by Gospel Service CM. Coordinate and conduct Choir(s) Section Leader?s auditions and rehearsals. Provide musical support for mid-week Worship Service/Bible Study. Coordinate and conduct weekly musicians? rehearsal in preparatory rehearsal. Coordinate weekly choir rehearsal and performances of special music as required by Gospel Service CM. Actively recruit choir(s) participation. Provide musical accompaniment and support for Sunday Gospel Worship Services. Provide musical support for special services as required (funerals, revivals, etc.). Coordinate with CM on annual training requirements for Gospel Choir (Music workshops and seminars) RESPONSIBILITIES: Shall select, schedule and plan appropriate music for choir(s) of Gospel Worship Service as required by Gospel Service CM.Shall secure Gospel Service chaplain?s advice and consent for proposed music. Shall demonstrate leadership skills that positive and enthusiastic. Shall present a professional attitude & dress appearance. Shall demonstrate behavior that is appropriate and consistent with Bolling chapel staff. Shall work well with Chapel staff and promote a spirit of cooperation and unity. Shall demonstrate consistent thoroughness in teaching vocal parts to choir members. Shall secure Gospel Service chaplain?s advice and consent for musicians to accompany choir(s); prepare musicians to accompany the choir(s); to include a variety of musical instruments for choir accompaniment. Shall be responsible for teaching and mentoring other musicians. Shall schedule a meeting with Gospel Service chaplain to provide a monthly report of and as needed to inform Gospel Service CM of areas of concerns and to discuss requirements of upcoming services and special events (NOTE: This meeting is not considered a unit for payment) Shall attend monthlyGospel ServiceWorship Committee meetings (NOTE:This meeting is not considered a unit for payment) Shall arrive at all functions to ensure set-up arrangement at least thirty minutes prior to scheduled start time. Shall be responsible and coordinate with the Gospel Service CM all areas not specifically mentioned above. Shall coordinate with the Gospel Service CM, Choir officers and others as designated by the Gospel Service chaplain to ensure the quality of music delivery. Shall maintain a high level of quality with respect to music delivery. Shall notify the Gospel Service chaplain when unable to attend rehearsal or worship service, at least a two-week in advance. Emergencies dealt with on a case-by-case basis. Substitute contractor shall be approved in advanced by the Gospel Service chaplain. Contractor is responsible for submitting invoices on a monthly basis via Wide Are Workflow (WAWF) payment rendered for services rendered at Bolling AFB or pre-approved services off base. DEFINITION OF TERMS A ?unit? is the basis for compensation. Compensation will be paid based on the following ?units,? after the ?unit? is performed/provided: Any additional service or rehearsal ?units? must be pre-approved by the CM. In summary, this order authorizes the Gospel Service Music Director to furnish the following units of service: 52 Practices, 52 Services, 16 Special Services/Events In accordance with FAR 52.212-4(a) Inspection /Acceptance, the government will evaluate the contractors performance under this contract. GOVERNMENT REMEDIES. The contracting officer shall follow FAR 52.212.4, Contract Terms and Conditions Commercial Items (FEB 2002), for contractors failure to perform satisfactory services or failure to correct nonconforming services. INSPECTION AND ACCEPTANCE TERMS: Supplies will be inspected at destination/government, accepted at destination/government. FAR PROVISIONS: The provisions at 52.212-1, Instructions to Offerors-Commercial Items are hereby incorporated. Addendum to FAR Provision 52.212-1 applies to this acquisition is as follows: 52.237-1, 52.252-1: 52.252-5: (b) DFARS (Chapter 2). In accordance with 52.212-1 (h) multiple awards will be considered if determined to be most advantageous to the Government. EVALUATION PROCEDURES: (a) The Government will select the best overall offer based on technical capability, past performance and price. Technical capability and past performance when combined, are more important. Proposals shall be rated as follows: ?Exceptional?, exceeds specified minimum performance or capability necessary for acceptable contract performance, ?Acceptable?, meets specified minimum performance or capability necessary for acceptable contract performance, ?Marginal?, does not clearly meet some specified minimum performance requirements necessary for acceptable contract performance or ?Unacceptable?, fails to meet specified minimum performance or capability requirements. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer?s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation; will be the most advantageous to the Government in accordance with the requirement. Only those offerors determined to be in compliance with the requirements as stated in this solicitation will be considered for award. If additional information is required to support price reasonableness, each offeror may be requested to provide a hard copy of their price break-down. Non-conformance with this requirement may result in offeror?s quote being determined unacceptable. Offeror must include, with its offer, a completed copy of provision FAR 52.212- 3, Offeror Representations and Certifications-Commercial Items in full text. NOTICE TO OFFERORS: Funds are not presently available for this project. No award will be made under this solicitation until funds are availavle.
